THE: SUBJECTS' TO BEI DISCUSSED, CONSIDERED, OR ACTED UPON ARE. AS FOLLOWS: CALLTO ORDER. Mayor Stephen Brister Hicks called the meeting to order at 6:03p.m. II. PLEDGE OF ALLEGIANCE Mayor Stephen Brister Hicks led council and guest in  pledgingallegiance to the American and Texas Flag. III. INVOCATION: James Dickison led council and guest inj prayer.  IV. Councimember, Johnny Towerton  PRESENT PRESENT PRESENT ABSENT PRESENT PRESENT  OPEN FORUM: Citizens are welcome to speak about any subject matter, even ifiti is not on the agenda, for up to three (3) minutes during open forum. Ifyou need more time, please contact the City Secretary in advance. Please keep in mind that council action cannot and will notl bet taken during open forum. For such an item, the Council may either: (1) make a statement off fact, (2) make a statement concerning the policy regarding the  item or (3) propose that the item be placed on a future agenda. Those listed to speak during open forum are as follows:  Gloria Martin, Teresa Masters, Charles and Dora Nichols, Ann Marie Herrera, and  Stephanie Boyer all spoke on the Corix Utilities water quality.  V. BUSINESS Note: Agenda items do notl have to be taken int the same order as shown on the  meeting notice.  NEW BUSINESS  1. Discuss and consider. action: Address the wastewater rate-increase proposed by Corix Utilities with Attorney and other representatives of Corix.  EXECUTIVE SESSION  The City Council will convene into Executive Session in Accordance with Texas Government Code Section 551.071 - Consultation with Attorney and Section 551.074-  Personnel.    MINUTES  A motion was made by Bob Butler with a second by Ronnie Cartwright to go into Executive  Session at 6:56p.m. Motion passed by unanimous vote.  RECOVENE INTO OPEN SESSION  A motion was made by Ronnie Cartwright with a second by. Johnny Towerton to  reconvene into Open Session at 8:16p.m. Motion passed by unanimous vote.  1. Discuss and consider action: Address the waste water rate-increase proposed by Corix Utilities with Attorney and other representatives of Corix. A motion was made by James Dickson with a second by Johnny Towerton, with a tie vote falling on Mayor Stephen Brister Hicks and he voted in favor. Vote passed.  IX. ADJOURN: A motion was made by Ronnie Cartwright with a second by Bob Butler to adjourn the meeting at 8:24 p.m. Motion passed by unanimous vote.
