Director ofl Liberty Hill Economic Development Dept. 1) CALL TO ORDER The City Council Special Canvass/Oath Ceremony was called to order by Mayor Mancilla at 61 PM on Tuesday, May 14, 2024, at 2801 Ranch Road 1869, Liberty Hill, Texas. A quorum was established, and all members were present, except Council Members Jones and Pezold. City Council Special Called Meeting for Canvass of May 4, 2024, Special Mayoral Election May 14, 2024 Pastor Ron Rhea gave the invocation. Mayor Mancilla led the pledges to the flags. Mayor Mancilla explained that for the Canvass Committee, only two (2) Council Members were required. Council Members Young and Helbing agreed to serve as Canvass Committee. 2) PUBLIC COMMENTS Those desiring to. speak on a topic not listed on the agenda, please complete as speaker) form and present it to the City Secretary before the meeting. There were no citizen comments. 3) REGULAR AGENDA a) Discussion, consideration, and possible action regarding Resolution #2024-R-025 to canvass the final tabulation reports from the City ofLiberty Hill Special Called Mayoral Election ofMay 4, 2024. (E. Simpson) The2 2 City Council members in attendance, acting as the 'Canvass Committee' canvassed the results provided by Williamson County Elections Administration. The May 4, 2024, Special Mayoral Election was called by Ordinance #2024-0-001 to fill the one-year unexpired term ofoffice left by On May 14, 2024, the City Secretary, in accordance with the Elections Administration services contract with Williamson County, received both the Summary Results Report and the Precinct Results Report. These reports were placed as Exhibit 'A' to Resolution #2024-R-025. Section #2 of Liz Branigan. the Resolution contained the summary results: SECTION:2. The Cily Council oft the CityofLiberty Hill, Texas hereby canvasses the May 4, 2024, Special Called Election tofill the unexpired one-year term vacancy in the office ofl Mayor. The election has thej following results: Canvassing of Election Results Mayor 64 Votes 84 Votes Devin Vyner Crystal Mancilla 43.24% 56.76%" City Council Special Called! Meetingf for Canvass of May 4, 2024, Special Mayoral Election 2 May 14, 2024 Motion: Motion by Council Member Young, seconded by Council Member Helbing to approve proposed Resolution #2024-R-025 to declare the results oft the Special Called Mayoral Election of May 4, 2024. Motion carried unanimously by a vote of2-0. Ayes: Young and Helbing. Nays: 0 City Secretary Simpson explained that Ordinance #2024-0-009 which canceled the Regular Called General Officers Election had also declared the candidates who ran unopposed for election were elected. The Canvass Committee reviewed this Ordinance and declared that they were satisfied that Crystal Mancilla, Jacquetta Thayer, Diane Williams, and Wade Ashley were all entitled to take their respective Oaths of Office. b) Administration oft the Oath of Office by Williamson County Justice of Peace #2 the Honorable Angela Williams. Mayor Crystal Mancilla Council Member, Place #1 - Jacquetta Thayer Council Member, Place #3 - Diane Williams Council Member, Place #5 - Wade Ashley Judge Williams performed the Oath of Office ceremony and applied her stamp to the Oath forms. c) Presentation oft the Certificate of Election to: Council Member, Place #1 - Jacquetta Thayer Council Member, Place #3 - Diane Williams Council Member, Place #5. - Wade Ashley Mayor - Crystal Mancilla Judge Williams presented Mayor Mancilla with her Certificate, and Mayor Mancilla then presented the Council Members with their Certificate of Election when they had taken their Oath. The newly sworn members made short remarks, respectively. There was then a small reception with light refreshments held in the Council Chamber. 4) ADJOURNMENT Given there were no further agenda items and hearing no objections from the Council, Mayor New members and some staff members then had pictures taken.
