REVIEW AND ACCEPT THE MINUTES FOR THE OCTOBER 3, 2022 MEETING. A motion was made by Ronnie Cartwright with a second by Bob Butler to accept the REVIEW, RATIFY AND ACCEPT THE BILLS PAID DURING THE MONTH OF OCTOBER 2022.A A motion was made by Bob Butler with a second by Ronnie Cartwright to pass thel bills for October 2022. Motion passed by unanimous vote. Citizens are welcome to speak about any subject matter, even ifiti is not on the agenda, forup to three (3) minutes during open forum. If you need more time, please contact the City Secretary in advance. Please keep ini mind that council action cannot and will not be taken during open forum. DISCUSS AND ACT BY PASSING RESOLUTION NO. 11072022  RECOGNIZING THE IMPORTANCE OF MUNICIPAL COURTS, THE RULE OF LAW, AND THE FAIR. AND IMPARTIAL ADMINISTRATION OF JUSTICE. A motion was made by Ronnie Cartwright with a second by Lydia Davis to pass Resolution No. 11072022. Motion passed by unanimous vote. 2. DISCUSS AND ACT BY UPDATING THE RATES FOR REGIONAL PARK FEE  SCHEDULE.  a. CONCESSION STAND: PROFIT AND NON-PROFIT RATES AND THE REMOVAL OF UTILITY FEE' TO CREATE. A FLAT FEE! FOR USE b. CHARGING FOR FIELD USE FOR COMMERCIAL EVENTS  ARENA; HIGHER USE FEE COST WITH UTILITY FEE  d. PARK FEES; COMMERCIAL RATE ESTABLISHED AND DO AWAY  AI motion was made by Ronnie Cartwright with a second by Bob Butler to make the  following changes to the Regional Park Fee Schedule:  a. Entire Park Fees:  - Change fee from $150.00 + utilities to a flat rate of  $350.00 daily use: fee.  b. Concession Building Fees:  Change fee from $15.00 + utilities to a flat rate of  $100.00 daily use fee.  3. DISCUSS, REVIEW, AND TAKE. ACTION RELATING TO' THE EMPLOYEE HANDBOOK IN REFERENCETO VACATON AND SICK' TIME. A motion was made by Bob Butler with a second by Ronnie Cartwright to  a. Add information on accrual to. Article 5: Vacation, section 5.1 stating vacation accrues immediately for full time employees, per paycheck, at the rate of1.53 hourly. b. Removal of vacation days being used in consecutive-week manor from Article 5: Vacation, section 5.4. Add information on accrual to Article 6: Sick Leave, section 6.1 stating sick leave accrues immediately for full time employees, per paycheck, at the rate of1.85 hourly. d.
