City Council Special Called Meeting 6.26.2024 Employee 1 There were no citizen comments. 2) REGULAR AGENDA a) Presentation and discussion of a contract with Texas Health Benefits Pool for proposed group insurance benefits for city employees for fiscal year 2024-2025. (HR Director Heather VonGonten and HR Director Scott introduced the item and presented the staffr report. They disseminated another page of "Options' (see Exhibit A to these meeting minutes) to City Ms. VonGonten explained a little bit about how the rates for the health insurance are based on the "Claims experience' for the City. Currently, the city has an overall claims rate of81.63%. This is considered below the 'break even' point for the pool. This results in there being no increase in premiums this year for health or dental. There is a small increase of$.85 on the vision plan. Director Scott and Ms. VonGonten explained that there are two options for health insurance plan that are currently offered to the employees. One is a very traditional plan with co-pays, a higher premium and higher deductible. Then there is aj plan with lower premium and higher deductible. There was an explanation of 'Defined Contribution Funding' (which is the method the City uses Director Scott explained that there was also a choice before City Council as to what Plan Options the City Council wished to provide this year. The City's Finance Payroll Coordinator has met with all city employees who are on the higher deductible plan and explained the potential changes. This item is on the Councils regular agenda tonight.
