He explained that the Council had requested that Department Directors review this policy draft. This draft has been reviewed by the Directors and certain modifications have been made and are listed in 'red- This policy will be reviewed by City Council on an annual basis. Training on it will be a part of the orientation process for new Council members as well as new staff members. There was a discussion ofthe cost recovery section, and the request was made to add 'to be Onj page 7, regarding Pay Philosophy and Adequate Staffing, the Council Members asked for the City Manager to assure that this is being done. There was a discussion of the 'flat budget' that the city has currently. Council Members requested that all Department Heads review their staffing and be able to bring forward requests for any changes to accommodate changing needs. Last year, the City Council considered the last rate increase. The last rate study indicated that rates should be raised gradually over a few years, but this was not done. The Council at that time indicated that they would like to raise the rates, effective March 26, 2024. The current rates are not sufficient to cover the costs of the water system. Inquired as to whether the residents ofLiberty Hill are City Attorney Joseph stated that Mr. Gieger could ask the city staff members about this. paying for the water that Mr. Boyd says is getting flushed? Park/Facility Naming Policy. Thej policy sets out how the request is made to rename the facility or park, and that process has been followed here. Mrs. Laughlin has requested that we rename the park "Fisk-Cashion Park." This is the name that was once known by the locals and would match the name oft the historical cemetery on the land. Mrs. Laughlin greeted the Council Members and introduced her daughter and granddaughter. She noted as part oft the year-end review of the financial statements for the City ofLiberty Hill for Fiscal Year Ending September 30, 2023, it was determined that several departments had exceeded their budgets and therefore, needed a budgeted amendment approved by City Council. This amendment was approved at the January 10, 2024, meeting. When staff went to make the transfer out of the General Fund into General Capital Projects Fund for the roundabout project it was realized that the General Fund side oft the transfer was not part oft the budget amendment. This ordinance will amend the budget to include the transfer out oft the General Fund as intended. Brandenburg) City Manager Brandenburg explained that he was tasked to bring information to the City Council regarding salaries for the Department Heads. Previously salary surveys were done, and Liberty Hill was compared to other cities. Now that this external comparison has been done, Council might be interested ini reviewing these internally, and have the City Manager make recommendations for updates. This should probably be done approximately every two years.
