Resolution #2022-R-08.24-001 passed WHEREAS, International Dark Skies Week is celebrated. April 2-9, 2024; and  protect the beautiful starry nights in our Hill Country home; and  August 24, 2022; and  WHEREAS, The City Council, the Plamning and Zoning Commission, cily staff and consultants have worked to reduce light pollution, from encroaching into our city starting with passage of the Outdoor Lighting Ordinance #2022- 0-08.10-001, on August 10, 2022; and WHERAS, major supporters. for the Darks Skies effort are our Save Our Stars group in Liberty Hill, under the volunteer leadership of Pam Turner; Donna Leonard, Leah. Jenkins, and Molly Evans. Smith) There was no action taken on this report.  5) PUBLIC HEARING(S)  a) Discuss, consider, and take possible action on Ord. 2024-0-010, regarding Unified Development Code (UDC) text amendments to reflect the recently approved Planning  and Zoning Commission Bylaws amendment. (M. Hicks)  Ms. Hicks requested that the City Council postpone this item until a future meeting. Council Member  Angela Jones was absent.  8) REGULAR AGENDA  a) Discussion, consideration, and possible action to award Community Service Grants City Council heard presentations from applicants for this grant at their Council Workshop meeting of February 28, 2024. At the February 28, 2024, Workshop Meeting ofCity Council- they heard presentations from LH Youth Soccer Association, Operation Liberty Hill, Hope House, Hope Alliance, Williamson County Crisis Center, and Williamson Burnet At January 10, 2024, City Council Meeting. The City Council updated the City ofLiberty Hill Community Services Grant Funding Policies and Guidelines. From January 15 through February 15 the City accepted Community Support Funding Applications. Eight applications  2024. (S. Smith, P. Brandenburg)  County Opportunities. Following are the organizations requesting funding and the amounts requested by each:  1. Casa Esperanza dba Hope House $15,000.00 2. Liberty Hill Youth Soccer Association $5,000.00 3. Operation Liberty Hill $20,000.00 4. Williamson County Crisis Center/Hope Alliance $10,000.00 5. Williamson -Burnet County Opportunities $10,000.00 6. Liberty Hilll Lacrosse Inc $20,000.00 7. Cindi's Herd $ Amount Unspecified 8. Liberty Hill Fair & Rodeo $5,000.00  During the FY 2024 budget process City Council chose to budget $45,000.00 for Community Support Funding. These funds are to be awarded to the organizations ofthe City Council's Motion: Motion made by Amanda Young, seconded by Chris Pezold, to approve Resolution #2024-R-014 and award four grants in the following amounts: To Casa Esperanze/Hope House: $15,000, to Operation Liberty Hill: $15,000, to Crisis Center/Hope Alliance $7,500, and to Williamson - Burnet Opportunities (for Meals on Wheels): $7,500. Angela Jones was absent.  d) Discussion, consideration, and possible action regarding the first Task Order between Pape-Dawson Engineers, Inc., and the City ofLiberty Hill. (M. Hicks/D. Change 1.)7 The maximum amount annually was amended from the one-million-dollar amount to $100,000 and Change 2.) The billing method will be time and materials, not lump sum. Brandenburg)  City Manager Paul Brandenburg explained that the building fees will total $1,575 for the Motion: Motion to approve the waiver oft building fees in the amount of$1,575.00 for the Liberty Hill museum construction work, as requested. Brandenburg)  City Manager Paul Brandenburg explained that the city had experienced an exceedingly difficult time attempting to recruit a new. Planning and Development Department Director. This ACM will be able to assist with Motion: Motion by Amanda Young, seconded by Michael Helbing, to approve the ACMj job description with the addition of wording in the education section stating that the master's degree is required, "or equivalent experience." Council Member Angela Jones was absent.  g) Discussion, consideration, and possible action regarding 2024 Capital Improvement Projects (CIP) for water, sewer, and wastewater. (P. Brandenburg, S. Smith, D.  Thomison, J. Herrera, Trey Evans, Matt Brown)  City Manager Paul Brandenburg and Council Member Pezold briefly explained that in the Utility All Hands On Deck AHOD meeting, it was determined that the CIP plan could use some additional work. CIP drafts for Streets & Drainage will be completed for a future  meeting.  This item will return on March 27, 2024 Council agenda.  There was no formal action taken.  h) Discussion, consideration, and possible action regarding making appointments to the Council Member Helbing moved, and Council Member Young seconded, to appoint the following individuals to the Home Rule Charter Commission (HRC): Day Wright, Logan Yarborough, and Jennifer Brandes. Vote on the Motion: Motion carried unanimously by a vote of4-0. Ayes: Young, Pezold, Mancilla and Helbing. Nays: None. Council Member This brings the number of members to 14.
