(M. Hicks) City Council members requested clarification of the recommended conditions' from city staff for approval of this Site Plan. McKenzi Hicks, Interim Planning and Development Director explained that city staffrecommend that this be approved with two conditions: 1.) that no certificates of occupancy be issued until the planned South Fork wastewater expansion is completed and 2.) that no certificate of occupancy will be issued until CR263 Motion: Motion by Council Member Pezold, seconded by Council Member Jones, to approve, with conditions as described, the site plan for Avilla Rio River Oaks. Since the City Council members have not had time to review, and since Council Member Young has stated an interest in this item, the consensus of council was Motion: Motion to postpone item 8a. to the. He noted that the City Council has seen this information before inj previous meetings in earlier draft Council Member Pezold indicated that he believes that there were updates that he requested to be made to this CIP at the last meeting when it was discussed. These were not made. He requested that city staffmeet with Council Members Pezold and Young to discuss the changes that were requested but not made. There was al brief discussion regarding whether or Council Members Helbing and. Jones and Mayor Mancilla will send city staff emails Council Member Pezold moved, and Council Member Helbing seconded to direct stafft to set up ai meeting to review needed changes. The Planning and Development department is recommending a variance process, with conditions. This will allow ai residential structure to be used as a business. She explained, however, that due to the State Law: requirements to publish notice ini the newspaper, this will need to be published SO that a special meeting can be held by P&Z and By consensus of City Council, it was determined that city staffs should inquire regarding ability oft the city's newspaper ofrecord toj publish this notice in time for the city to schedule City Council. a Special meeting of City Council and P&Z for April 30th. Public Works would like to start them on a transportation plan and possibly drainage. There were questions regarding the fee schedule. Council Member Jones moved, and Council Member Helbing seconded, to postpone this item to the. April 24, 2024, meeting. Motion carried unanimously by a 4-0 vote.
