Thomison) During the Workshop earlier in the evening, SCADA Technician JR Pierce gave a presentation to the City Council in Executive Session regarding this software and equipment. Motion: Motion by Council Member Young, seconded by Council Member Helbing, to approve, as presented, Approval oft the VTScada Migration Project to modernize and unify the city's aging SCADA infrastructure, enhancing functionality, cybersecurity, and efficiency. This Resolution is being proposed with an updated Fee Schedule. Nays: 0, with Council Member Pezold absent Discussion, consideration, and possible action related to making appointments to Boards, Committees, or Commissions including but not limited to appointing a 16th member to the Home Rule Charter Commission. (E. Simpson) City Secretary Simpson introduced the item and presented the staff report. The Home Rule Charter (HRC) Commission at this time has 15 members, the minimum required by State Law in order for the Commission to hold meetings. The City ofLiberty Hill has the ability to appoint up to 17 members to the Commission. On April 9th, former Mayor, Liz Branigan, submitted an application for consideration for appointment to the HRC Commission. Since Branigan is a former Mayor, she is a resident within the city limits. Ms. Branigan was. McKenzi Hicks, Interim Planning and Development Director introduced the item and presented the city staff report. Her update included explanation that the City Council has directed staff to work on Connection Fees and respond back to the Council with findings and (M. Hicks, P. Brandenburg, Trey Evans, A. Follow-up work will include definitions and comparable language from other cities. Information on Connection Fees/Connection Rates for Single Family, Multi-Family, Commercial and Retail classifications for connections. Staffanticipates that final findings and recommendations will be coming back to the City Council at their meeting on May 22, 2024. There was no formal action taken. g) Discussion, consideration, and possible action regarding the updated Capital Improvement Project (CIP) Plans for Water, Wastewater, and Sewer. (P. Brandenburg, D. Thomison, Curtis Steger) There was an updated version of the CIP Water and Wastewater Cost Estimates sent to City City Manager Brandenburg explained that the City Council was considering these CIP tonight because the adoption ofa CIP for Water and Wastewater departments is required Curtis Steger, Engineer for Steger and Bizzell introduced the item and presented the staff report as a PowerPoint presentation. Mr. Steger explained the proposed seventeen (17) projects for the Water Department, then the proposed twelve (12) projects for the Council on 4.24.2024 in the morning. before the city attempts to issue bonds. He explained the highlights of the draft CIP and along with Director of Communications and Community Engagement Katie Amsler, he fielded some questions from the Council Members. Amending the City Code Section 2.13 to modify policy and procedure for fulfilling Public Information Requests, adding a duty for notification of City Council members, Boards and Committee members or City Employees ift they are the focus ofar request. (E. Simpson, Erin Higgimbotham/Legal Counsel) City Secretary Elaine Simpson introduced the item and provided the city staff report. There is aj process wherein the current City Secretary will givea a courtesy notification' to someone who works for the city or serves with the city's Council, Boards or Committees, if they are the sole subject of an Open Records Request. Previously this was only a courtesy and was not required. City staff requests that it be codified into the policy and procedure for the City Secretary. City employees will not be notified ifa request is filed fori information on all employees, or a whole department, or group of employees, etc. Only ifa city employee, Board member or Council member is singled out by name as the sole subject ofar request, then the City Secretary will provide them an opportunity to see the information that was provided to the requestor. This policy will not extend to: former members of the Boards or Council, or former employees. Herrera) Public Works Project Manager James Herrera introduced the item and presented the staff report. This was discussed at the previous City Council meeting, and he was not present. Mr. Herrera introduced Lee Thomas from HR Green, to assist him with field questions. Ms. Thomas explained that the Council had previously requested information on the rate sheet. Public Works Director David Thomison indicated that he had reviewed the rate sheet and She provided the schedule. was comfortable that these fees were standard and in line. Graeter, Joe Crawford) Liberty Hill Police Lt. Jeff Ringstaff fielded questions regarding this proposed Ordinance, which was originally presented to the City Council at their April 10th meeting. City Manager Brandenburg introduced the item and presented the staff report. He explained that the confusion regarding requirements for a Williamson County Alarm Permit had been investigated. Ifaj person lives within the City Limits ofLiberty Hill, they do not require a County permit. If they have already purchased a County permit, then they will be able to get aCity permit at no cost, until the County permit expires. Mr. Brandenburg explained that the city staffh has created a form for temporary certificates of occupancy. This process was created toj provide an administrative process for situations such as this. Having this form signed by all parties provides the proofofagreement that requires the property owner to complete specific tasks. In this case, the property is residential, but is being used for al business purpose (Chiropractic Clinic).
