Paul Brandenburg introduced Traci Anderson, the new Executive Director of the Liberty Hill Economic Development Corporation (LHEDC). Anderson will start work June 3rd to fill the vacancy being left when Mary Poche' retires on June 1. 4) REPORTS City Departments, Committees or other, groups may. submit reports to Cily Council. Randy Willis, also a resident of Santa Rita, submitted a copy ofhis written remarks to the City Council and then presented them during his allotted three minutes. He was also speaking to concerns regarding concerns about the Wastewater Treatment Plant that is scheduled to be built near Santa Rita Ranch. 6) CONSENT AGENDA Consent Agenda items are considered to be routine and will be enacted by one motion. There will be no separate discussion of those items unless requested by Council, in which event the item(s) will be removed from Consent Agenda and considered under Regular Agenda. a) Approve Workshop Session April 24, 2024, meeting minutes. Higuera) ) Adopt Resolution #2024-R-024 to accept the donation of wastewater easement for 450 CR: 260, LLC and authorize Mayor Mancilla to sign. (P. Brandenburg) Motion to approve the items on the Consent Agenda, as presented, made by Council Member Jones, seconded by Council Member Helbing. Motion carried unanimously by a vote of5 5-0. No members were absent. 7) REGULARAGENDA a) Discussion, consideration, and possible action approving the recommendations from Planning and Zoning Commission and from Parks and Recreation Advisory Board, respectively, regarding dedication of park land from the Mansions at Liberty Hill Project, with access to the adjacent land for parking. Brandenburg) At their May 7,2024, meeting Planning and Zoning Commission heard the recommendation ofthe Parks and Recreation Advisory Board to favorably recommend to City Council that the City accept dedication of park land from the Mansions at Liberty Hill with access to the adjacent land for parking. Page3]7 Liberty Hill City Council Regular Called Meeting minutes May 8, 2024 The Planning and Zoning Commissioners discussed the issue and determined by general consensus that they did not have enough information regarding the process of" "banking' land int the Land Bank' and oft the benefits that this 'Land Banking' might provide to grant applications submitted to Texas Parks and Wildlife Department. Motion was Made by Chair Messana, seconded by Commissioner Novo, to postpone consideration ofthis item until clarification can be provided by city staff regarding their questions. They will consider this item at a future meeting. The Motion carried unanimously by a 3-0 vote. Katie Amlser introduced the item and explained that this area is near Liberty Hill High Motion to postpone until 5/22/2024 City Council meeting. Simpson) The Motion from P&Z is: Motion by Chair Steve Messand, seconded. by Commissioner Novo, to. forward favorable recommendations to City Council on the applications of Matt Miller and The Commissioners were impressed by Mr. Cox willingness to attend the meeting on short notice and field questions. Mr. Miller impressed them because he called Chair Messana and spoke to him earlier this week, even though he could not attend the meeting last night. Also, Mr. Cox is also in the city's ETJ. Mr. Miller is in the city limits; in Liberty Parke. Motion: Motion by Council Member Jones, second by Council Member Pezold, to postpone consideration ofthis item until June 24, 2024, City Council meeting. Vote on the motion: Dale Cox. Motion carried unanimously by a 5-0 vote. 8) CITY MANAGER'S COMMENTS 6:09 PM.- Mayor Mancilla rearranged the order ofitems on the agenda and asked City Manager Paul Brandenburg to give his comments before the Public Comments section oft the City Manager Brandenburg read some notes he had composed regarding the background and history ofthe Santa Rita area Wastewater Treatment Plant. The plans for this plant were created by the developer oft the subdivision. The reason that the City cannot move to the proposed location is because it would invalidate all the work done sO far toward this planned Wastewater plant being permitted.
