Interim Director of Planning and Development McKenzi Hicks introduced the item and presented the staff report. She explained about the impact fees that were based on the previous Capital Improvements Plan were estimated to go up to $5,260.00. The City Council Director Hicks explained that the Ordinance under consideration tonight would increase the She explained that currently the City is in the process ofhaving a new Water Masterplan and anew Wastewater/Sewer Masterplan designed. When these are completed, they will contain Impact Fee studies upon which future Impact Fees can be based. Brandenburg) Council Member Diane Williams pulled items 7d.) and 7.e.) from the Consent Agenda and Motion #1: Motion by Council Member Helbing, seconded by Council Member Young, to approve, as presented, all items on the Consent Agenda, except items '7.d.'and '7.e.'. requested that they be considered individually. Motion carried unanimously by a vote of5-0. For Item 7.d.) the City Council requested information from Dewey JR' Pierce, the Scada Technician for the City ofLiberty Hill. Mr. Pierce explained that this (PLC) isa critical piece ofinfrastructure we need to replace. The city staffrecommends paying the contractor (CPUSA) toj purchase this for us. The City's current infrastructure is from 2009 and is no Motion #2. Motion by Council Member Williams, seconded by Council Member Young, hire CPUSA toj perform replacement of Programmable Logic Controller (PLC) in an amount not longer supported. toe exceed $55,800.00. Motion carried unanimously by a 5-0 vote. For Item 7.e.) Approve and authorize city staff to submit application for Williamson County City Manager Brandenburg explained that staff does not believe that the project originally Community Development Block Grant (CDBG). There was no formal action on item 7.e.). 8) REGULAR AGENDA a) Discussion, consideration, and possible action to elect a Mayor Pro Tempore for Mayor Mancilla introduced the item. She has served as Mayor Pro Tem for the last two years, until March 2024, when she became Acting Mayor upon resignation ofLiz Branigan. Council Year 2024-2025. (Mayor Mancilla) Mayor Mancilla recommended Council Member Amanda Young. Discussion, consideration, and possible action regarding making appointment(s) to Utility All Hands On Deck 'AHOD' Meeting. (Amanda Young, P. Brandenburg) City Manager Paul Brandenburg explained that although the AHOD group is not a formal or standing committee, it has been a highly active group that meets once per week to discuss utility projects and issues. The group seeks to: find short-term, long-term and intermediary Since the creation oft the group, it has had two Council members that were appointed to attend. Up to nowi it has been Mayor Pro Tem Young and former Council Member Chris Pezold. Council Member Diane Williams was a representative from P&Z Commission to the Motion: Mayor Pro Tem Young moved, and Council Member Thayer seconded, to appoint Council Member Diane Williams to: represent City Council, along with Mayor Pro Tem Young, at the meetings of the AHOD.
