Nays: 0. b) Discussion, consideration, and possible action regarding award oft bid for construction of San Gabriel Force Main, to Fonseca Contractors at a bid not to exceed $1.6 million. (T. He explained that this project will be funded through Impact fees. He explained that Fonseca was determined to be the best value bid. He also noted that the City's new Engineers Council Member Williams, seconded by Council Member Thayer, to approve award of construction bid tol Fonseca for San Gabriel Force Main at a cost not to exceed 1.7 Million. The LHEDC Board of Directors met June 20, 2024, and unanimously voted to forward a favorable recommendation for Daniel Duckworth to the City Council for consideration ofappointment to vacancy left in Place #4 by Demetrice Gonzalez, Motion #1: Council Member Young moved, Jacquetta Thayer seconded to re-appoint the following members to the Liberty Hill Economic Development Corporation Board of Directors: Ashley Vaughn, Robert Baughn, and Amy Gandy. There was an extended discussion regarding the difficulties we have experienced during the change over from having Steger Bizell as the City Engineers, to having Pape Dawson. This budget amendment needs to be approved before the Pape Dawson invoices may be paid. Interim Budget Director Rebecca Elliott explained that the General Fund is in the red by three million dollars. She also noted that she and the staff would like to prepare an Engineering budget/Task Order for each applicable department. Council Members discussed their desire that this money be completely accounted for, and recommended more sign-offs and internal controls.
