REGULAR COUNCIL MEETING-July 8, 2024 The City Council oft the City ofLa Grange met in Regular Session on Monday, July 8, 2024, in the City Hall Council Chambers at 155 E. Colorado St. with the following members present: Mayor Jan Dockery, Mayor Pro tem Kathy Weishuhn, Councilmember Arthur Bosque, Councilmember Bonnie Busch, Councilmember Katie Gross, Councilmember Bryan Kerr, Councilmember Kim Newton, Councilmember Ken Taylor, and Councilmember Violet Zbranek. Staff present: City Manager Jack Thompson, Assistant City Manager Frank Menefee, City Attorney Marie Angela Flores Beck, Chief of Police David Gilbreath, Finance Director Brett Wolff, and City Secretary Janet Bayer. Visitors: Caleb Parks, James Rebecek, Ken Dernehl, Clara Smith, Robert Smith, Robin Stait, Geoffrey Stait, Pastor Kolbe Hill, Cynthia McClaugherty, Teresa Von Rosenberg, and others. Mayor Jan Dockery called the meeting to order. Next were pledges to the US and Texas Flags. Pastor Kolbe Hill with The Remnant Church gave the invocation. PRESENTATIONS/PROCLAMATIONS None. CONSENT AGENDA Discuss and/or consider approval of. June 2024 minutes. Motion Councilmember Gross, Second Mayor Pro tem Weishuhn to approve the June minutes as presented. Motion carried 8-0. REGULAR AGENDA The first item was ai report on La Grange Main Street and Visitor's Center responsibilities, operations, projects and accomplishments by Caleb Parks, Main Street Manager. La Grange has been an Accredited Main Street Program since 1996. Main Street is a program that strengthens and reenergizes downtowns and other historic districts across the country. The program revolves around a 4-point approach - 1)Economic Vitality 2)Design 3)Promotion and 4)Organization. La Grange Main Street hosts multiple events each year to include: Oktoberfest ont the Square, Historic Walking Tours, Trick or Treat on the Square, Small Business Saturday in November, Schmeckenfest, Uncorked, and Movie Nights ont the Square. Over 6,500 guests visited thel Historic Casino Hall (La Grange Visitor's Center) between July 2023 and June 2024 and 48 events were held there in the past year. A couple of downtown businesses are utilizing available grants through our La Grange EDC program the Second Floor Development Program and Façade Grant to The next item was to discuss and/or consider Resolutions approving and authorizing a Natural Gas Supply Contract with Municipal Gas Acquisition and Supply Corporation and' Texas Municipal Gas Acquisition and Supply Corporation V; the issuance of Gas Supply Revenue Bonds, Series 2024 by Texas Municipal Gas Acquisition and Supply Corporation V; purchase contracts, flex contracts and other City contracts described in the Resolutions; and other matters in connection therewith. City Council CommiteDomdAdvisoy Reports Councilmember Taylor stated the Tax Appraisal Board is discussing their 2024-2025 budget. They are reviewing protests submitted by property homeowners and scheduling meetings. StaffUpdates Chief of Police David Gilbreath there were 329 calls for service in June. There were 70 citations issued and 41 warnings issued. 35 calls for animal control went out in June. 71 business checks were conducted in. June. Luckily the number of traffic accidents went down in. June. City Manager Jack Thompson stated the City Hall roofcanopy contract has been signed. We are waiting to verify the results of the asbestos testing before demo work can begin. Mr. Thompson had a preliminary meeting with a contractor on the fountain for the City Hall plaza and is awaiting al bid. The City of La Grange is waiting on a contract from the General Land Office (GLO) that will provide funds towards drainage projects. Citizen Participation Dernehl spoke.
