THECITYOF RANDVIEW TEXAS  REGULAR PLANNING AND ZONING MEETING MINUTES  May 30, 2024  The Planning and Zoning Commission for the City of Grandview met on Thursday, May  30, 2024, at 5:30 p.m. at City Hall.  1. Roll Call and Call to Order By Commissioner Rosso at 5:33 P.M.  Board Members Present: Darla Dudley Billl Bicker Christopher Rosso Daphne Fletcher Les Carney Absent: Clifton Hall Administration & Staff: Katherine Reading, City Manager Shannon Pruitt, City Secretary 2. Invocation was led by Commissioner Dudley.  Justin Jones (Arrived at 5:36 pm)  3. Pledge of Allegiance to the U.S.A. Flag and Texas Pledge was led by Commissioner  Rosso.  4.1 Public Comments: There were no comments made. 5. PLANNING AND ZONING ACTION ITEMS:  A. Consider approval of minutes for the regularly scheduled Planning and Zoning Commissioner Carney made a motion to approve the minutes from the regularly scheduled Planning and Zoning Meeting held on April 25, 2024, as presented.  meeting held on April 25, 2024, as presented. Remove from the table item to consider the variance application ofa driveway  culvert for the subject property at 1100 S. Louisiana. Commissioner Jones moved to removel Item Bi from the table.  Commissioner Dudley seconded the motion.  Motion carried- - all ayes.  C.I Review and consider action on the variance application of a driveway culvert for  the subject property located at 1100 S. Louisiana. Presented by Katherine Reading, City Manager  Variance is for property versus two individual culverts.  Commissioner Dudley made a motion to approve culvert variance for 1100S.  Louisiana St. as discussed.  Commissioner Jones seconded the motion.  Motion carried- all ayes.  D.] Discuss and provide staff direction on the existing Zoning Map and Adoption  options.  Presented by Katherine Reading, City Manager  Recommendation to City Council to adopt the current map that is in existence  while also stressing the need to revisit these ordinances.  This would not affect Grant. Move forward with the process  6. CAPITAL ADVISORY COMMITTEE:  A, Receive the report and accept the first 2024 semi-annual Impact Fee report. Commissioner Rosso convened into Capital Advisory Committee at 6:08 pm. Last time updated: First instituted in 2021(has not been updated)  Presented by Katherine Reading, City Manager  Limited on when you can update them Reviewed every 5 years Does not apply to existing infrastructure Need toi identify projects for water and sewer This is for all new construction  Regular Planning and Zoning Meeting Minutes; May 30, 2024    This review is State mandated roadway impact fee.  All new construction in Vista Point is being charged a water, sewer and  Must stay between minimum and maximum allowed  Recommendations will be given to the City Council to continue looking at the  roadway impact fees.  7.CONVENE INTOI PLANNING AND ZONING COMMISSION:  Commissioner Rosso: made a motion to reconvene into Regular Scheduled P &Z  Meeting at 6:23 pm. 8. ADJOURN MEETING:  Commissioner Dudley moved to adjourn the meeting at 6:23 p.m.  Commissioner Jones seconded the motion.  Motion carried - all ayes.
