Council Chambers, City Hall 205 S. Main Street PRELIMINARY MATTERS Mayor Bryon! Wiebold called the meeting to order at6:00p.m. Council members Terry Williams, Coleman Strickland, Ted Wagner, Mike Henry, and Lance Hudson were in attendance. City staff members in attendance were City Manager, Ben White, Assistant City Manager, Mike Sullivan, City Secretary, Tabatha Monk; Finance Director, Daphne Hamlin, Police Chief Marsha Phillips, Fire Chief Greg Massey, Warrant Officer, Rick Ranspot, Code Enforcement Officer, Tiffany Barber and City Attorney, Amanda Davis. Prayer was led by Councimember, Ted Wagner and the pledges to the United States and Texas flags were led by Mayor Wiebold. Mayor announced citizens can go onto the City Website and read the meeting minutes and the meeting agendas. You can also see the calendar for any Mayor announced that the holiday season has been wonderful thus far, there are many things going oni in Farmersville. We had ani incredible annual downtown Christmas Parade on Saturday night. CITIZEN COMMENTS ON MATTERS NOT ON AGENDA Richard Hill spoke before the Council regarding what he described as a "health and safety issue". He was on CR 699 headed to Greenville and advised he sat at the train tracks for over 23 minutes. He feels the train was City Council Minutes. January 09, 2024 stopped at the batch plant. He is concerned how long this train would stop traffic that could prevent people from getting help from emergency vehicles when needed. IV. Mr. White updated the Council on this item and advised that with approval of this ordinance we will be updating tot the IBC 2021 version. Councilmember Hudson made a motion to approve. Mr. White called up Finance Director, Daphne Hamlin, to update the Council Councilmember Henry made the motion to approve a potential contract with the sole respondent tot the Cities request for proposal for employee health, dental, vision, and lifelad&d insurance, employee health benefits, Blue Cross/Blue Shield of Texas, conditional upon the successful negotiation by the City Manager or his designee and review and approval for the legality by the City Attorney of the contract for employee health benefits by the City of Farmersville in an amount not to exceed the cumulative amount on the line items for employee health benefits under current approved 23-241 fiscal year budget of the City, plus the contributions paid by employees and their beneficiaries participating int the contracted for employees health benefit plan. (b) No above-ground fuel storage tank shall have a maximum tank volume greater than 5,000 gallons. (c) The above-ground fuel storage tanks shall only be used for the storage of fuel for motorized vehicles and motorized equipment utilizing an internal combustion engine, which fuels shall be limited to gasoline, diesel fuel, and a gasoline-oil blend for single stroke (d) All above-ground fuel storage tanks shall be designed, constructed, installed, operated and maintained in strict accordance with all applicable local, state and federal statutes, laws, rules and and two-stroke motors. regulations." SEVERABILITY Itis hereby declared to be the intention of the City Council that the several provisions of this Ordinance are severable, and if any court of competent jurisdiction shall judge any provisions of this Ordinance to bei illegal, invalid, or unenforceable, such judgment shall not affect any other provisions of this Ordinance which are not specifically designated as being illegal, invalid or unenforceable.
