PRELIMINARY MATTERS Mayor Bryon Wiebold called the meeting to order at 6:00 p.m. Council members Coleman Strickland, Terry, Williams, Ted Wagner; Mike Henry and Lance Hudson were in attendance. City staff members in attendance were City Manager, Ben White, City Secretary, Tabatha Monk; Finance Director, Daphne Hamlin, Economic Development Director, Rodney Williams; Police Chief, Marsha Phillips; Fire Chief Greg Massey, Warrant Officer, Rick Ranspot, Code Enforcement, Prayer was led by Code Enforcement, Tiffany Barber and the pledges to the Mayor announced citizens can go onto the City Website and read the meeting minutes and the meeting agendas. You can also see the calendar for any Mayor announced a Special ecogntonrrocamaion award is being given to Juan Hernandez who is retiring after 43 years of service toi the City of Farmersville. Mayor Wiebold also announced April 27-2024, as Juan Hernandez day in the City Tiffany Barber and City Attorney, Alan Lathrom. PUBLIC COMMENT ON AGENDA ITEMS (FOR NON-PUBLIC HEARING AGENDAI Paul Kelly spoke regarding his appreciation to the Mayor and City Council members. He stated he appreciates their hard work and dedication, and he understands that being an elected official takes lots and work and sacrifice. Mr. Kelly stated he also thanks the Mayor and City Manager for taking time to meet with the Mt. Calvary Church to discuss upgrades that would affect them regarding the construction of Hamilton Street project. City Council Minutes April 23, 2024 Richard Hill spoke regarding his support of the ordinance for a property tax freeze that would affect the citizens that are 65 and over and the disabled citizens. III. CITIZEN COMMENTS ON MATTERS NOT ON AGENDA Richard Hill spoke regarding electricity rates. He advised the lights are running 24 hours a day at the Library, Senior Center, Onion Shed and Heritage Museum. Richard Hill spoke regarding project Mongoose. IV. CONSENT AGENDA Items in the Consent Agenda consist of non-controversial, or housekeeping" items required by law. Council members may request prior to a motion and vote on the Consent Agenda that one or more items be withdrawn from the Consent Agenda and considered individually. Following approval of the Consent Agenda, excepting the items requested to be removed, the City Council will consider and act on each item sO withdrawn individually. A. Councilmember Williams seconded the motion to approve the Consent Agenda. The motion was carried unanimously (5-0). V. INFORMATIONAL ITEMS These Informational Items are intended solely to keep the City Council appraised of the actions and efforts of the various boards and commissions serving the City of Farmersville. Council members who serve as a liaison to a particular board or commission may report to the City Council regarding that body's most recent and/or upcoming meetings and activities. Council members may also deliberate and/or request further information or clarification regarding any one or more of the items contained in this provision. City Council approval of, or action on, these items is not required or requested. No action shall be taken on any discussion under this Agenda Heading. City Council Minutes April 23, 2024 Mr. Lathrom responded that it is legal and with the $30,000.00 in place as an exemption that would reduce the valuation of the property by $30,000.00 and then that amount would be frozen after this ordinance was adopted. Councilmember Henry asked what year this would be frozen. It will be Councilmember Henry stated that one of the reasons the Council continued to discuss this was our values, if you lived in Farmersville in the past 6 years, have doubled. For our senior citizens that are 65 and older or disabled that are on fixed incomes all that has done is put a burden on them to try and continue to pay their taxes as well as increased gasoline prices, food prices and everything else that you all are aware of. So in an effort to try and ease that on those citizens iti is his recommendation that we move forward with Councilmember: Henry made a motion to approve Ordinance 0-2024-0423- Councilmember Wagner seconded the motion to approve Ordinance O- Mayor Wiebold stated he would like to thank the City Council first of all for agreeing to do the $30,000.00 exemption that has not been done in 20 years, that was a good start. Then to thank them for continuing to discuss this, research this and do their due diligence to understand the matter more fully and where it fits with Farmersville. "Consider, discuss and act upon reapproval of a Concept Plan for Lakehaven Mr. White advised Jacob Dupuis, engineer with Dunnaway DBI has provided a letter regarding the reasons for a reapproval on this Concept Plan. City Council Minutes April 23, 2024 Councilmember Henry asked with the change to the retention pond will it alleviate potential drainage issues for property owners that are adjacent to Mr. White advised that it would not; that all of those requirements would stay the same, the outfall has not changed, the outfall location has not changed Councilmember Hudson made a motion to approve this item. Councilmember: Williams seconded the motion to approve. Lakehaven. and the rate at that location has not changed. The motion was carried unanimously (5-0). B. "Consider, discuss and act upon reapproval of a Preliminary Plat for Lakehaven, MUD, Farmersville Texas." Mr. White advised Jacob Dupuis, engineer with Dunnaway DBI, has provided al letter regarding the reasons for a reapproval on this Preliminary Plat. Mr. White advised this is the same reason for reapproval as in item A, above. Councilmember Henry made a motion to approve this item. Councilmember Hudson seconded the motion to approve. The motion was carried unanimously (5-0). C. "Consider, discuss and act upon the reappointing of George Crump to the North Texas Municipal Water District (NTMWD) Development Board." Mr. Whtie advised the Council regarding this item. Councilmember Hudson seconded the motion. The motion was carried unanimously (5-0). Hamilton Street project, presented by Paul Kelly." Councilmember Williams made a motion to reappoint Mr. Crump to the NTMWD. D. "Consider, discuss and act upon items near Mt. Calvary relating to the Mr. Whtie and Mr. Kelly updated the Council regarding this item. Mr. Kelly, during the Citizens Comments portion of the agenda, asked the City Council to consider making some additional changes to this area during the Mr. Kelly and Mr. White pointed out that some extensions to the sidewalk and some street resurfacing along Sid Nelson to help with the flooding at Mt. Councilmember Henry asked if there had been a cost analysis done. Mr. White advised that not at this time, he first just wanted to make sure there was some willingness from Council to look at and consider this. Councilmember Hudson asked if he knows how many square feet. Mr. White advised on the order of about 100 linear feet and the width is about 27 Hamilton Street project. Calvary Church. curb to curb. City Council Minutes April 23, 2024 Mr. White advised he would like to come back to Council with a cost and Mayor Wiebold asked what the benefit to the people at the church would be. Mr. White advised it would give them the ability to park then walk down the sidewalk to the church as well as provide an improved area of the street. Mr. Kelly advised the church would be willing to give more property to the City to help with the alignment of Hamilton Street and 380. Councilmember Henry stated he would not be opposed to this but would like to see the numbers and the exact layout so the Council can make an Councilmember Strickland asked what the timeline would be on getting that information.
