Farmersville DISCOVER A TEXAS TREASURE FARMERSVILLE CITY COUNCIL REGULAR SESSION MINUTES June 25, 2024, 6:00 P.M. Council Chambers, City Hall 205 S. Main Street Farmersville, TX75442 I. PRELIMINARY MATTERS Mayor Overstreet called the meeting to order at 6:00 p.m. Council members Coleman Strickland, Ted Wagner, Mike Henry and Lance Hudson were in attendance. Councimember Terry Williams was absent. City staff members in attendance were City Manager, Ben White; City Secretary, Tabatha Monk; Finance Director, Daphne Hamlin; Police Chief, Marsha Phillips; Fire Chief, Greg Massey (as well as members of the Farmersville FD); Warrant Officer, Rick Ranspot and Prayer was led by Warrant Officer, Rick Ranspot and the pledges toi the United Mayor Overstreet announced some days of interest on the City calendar, City Hall will be closing July 4th for Independence Day. The City Amenities Board will be having a meeting on Thursday, June 27th. The regularly scheduled Parks Board meeting will be moved from Thursday, July 4th to Thursday, July 11th. City Attorney, Alan Lathrom. States and Texas flags were led by Mayor Overstreet. II. PUBLIC COMMENT ON AGENDA ITEMS (FOR NON-PUBLIC HEARING AGENDAI No one spoke under this item. III. CITIZEN COMMENTS ON MATTERS NOT ON AGENDA Randy Smith spoke before the Council regarding the City streets projects and TIRZ Bond. City Council Minutes June 25, 2024 IV. CONSENT AGENDA Items in the Consent Agenda consist of non-controversial, or housekeeping" items required by law. Council members may request prior to a motion and vote on the Consent Agenda that one or more items be withdrawn from the Consent Agenda and considered individually. Following approval of the Consent Agenda, excepting the items requested to be removed, the City Council will consider and act on each item SO withdrawn individually. B. Finance Report C. City Council Minutes (Regular Meeting 06-11-2024) Mayor Overstreet requested items C and D (Public Works Report and City Councilmember Strickland made a motion to approve items A and B (CC Councilmember Hudson seconded the motion to approve. He advised the order has always been Hamilton Street, then Mr. White stated priority street order for TIRZ street projects has been in his Public Works report for the last 4 or 5 months and has not changed. Mr. White advised he did want to go ahead and put the priority with the latest cost estimates, and you will see those in the report. Mr. White advised the cost estimates changed because they now have better cost estimate numbers Councilmember Henry and Mayor Overstreet confirmed with Mr. White that Farmersville Parkway has never been engineered 3 times but only has had Councilmember Henry stated we should take a step back and reassess these numbers on the street projects and have the Council discuss this before Mayor Overstreet asked what was going on with the pumps and why they Mr. White advised time to time a pump will go out, they have been in for several years. He advised we do have spares on hand. Mr. White answered the Councils questions regarding the pumps. Farmersville Parkway and then the smaller streets. since receiving some bids. cost estimates. moving forward. are breaking down. City Council Minutes June 25, 2024 Mayor Overstreet asked about the big storm siren, (Big Bertha), located on top of the Farmersville Heritage Museum, ifi it was operational? Mr. White advised they had to shift some priorities and that got bumped back Mayor Overstreet stated regarding the City Manager Report the items highlighted in this report are the items that were discussed in the budget worksession and what would be discussed again tonight. Mayor Overstreet stated that under the Development Services portion of the City Manager Report, having 24 items would suggest a log jam, he knows these are in various stages, but he would just ask that we keep these moving Councilmember Henry made a motion to approve items C and D (Public Councilmember Strickland seconded the motion to approve. ab bit, but it is being worked on. at a rapid pace. "Consider, discuss and act upon Ordinance No., 0-2024-0625-001, amending the Fiscal Year 2023-2024 Budget for Items regarding the CDBG Community Development Fund Grant for Davis Street and Rike Street." Mayor Overstreet read the Ordinance into record. Mr. White updated the Council on this item. He advised that there was a lot of discussion last time, but we believe we have the new numbers in the Mayor Overstreet asked Mr. White to share the numbers based on the grant Mr. White advised Construction cost is $587,960.00; Grant Administration for $25,000.00 and Engineering for $49,100.00. The grant amount once you remove our match and our match is $52,500.00, the grant that we get is Councilmember Strickland made a motion to approve ordinance 0-2024- ordinance that make sense. and the actual expense to the City. $297,500.00. 0625-001. Councilmember Hudson seconded the motion to approve. The motion was carried unanimously (4-0). City Council Minutes June 25, 2024 VII. REGULAR AGENDA A. "Consider, discuss and act upon an update regarding the Chaparral Trail." Mr. White updated the Council regarding this item. Mr. White advised we have 4 phases of the Chaparral Trail that are trying to be worked under a Texas Parks and Wildlife Grant. Each phase has a grant amount of $200,000.00 with a grant match that we provide of $50,000.00 which is $250,000.00 per phase. The sponsors of these are City of Farmersville, Farmersville Chamber of Commerce, Farmersville Community Development Corporation (FCDC 4B), and Hunt County. The first 3 mentioned are off and going, contracts are signed, everything is in its rightful place and engineering is going forward. However, the fourth (Hunt County), we have not been able to complete all the proper and necessary signatures and everything to go forward with that project. We will need to have some conversation with Hunt County concerning that eventually. Our back-up plan if Hunt County does not want to sponsor it and they are willing to transfer that is the Farmersville Centennial Committee has agreed to sponsor that if it comes Mayor Overstreet confirmed with Mr. White that the sponsorship is between the sponsoring entity and Texas Parks and Wildlife, they sign the contracts for that. He also confirmed that Texas Parks and Wildlife would only need a letter from the body that signed the contract saying that they want to assign it to Mayor Overstreet also confirmed an earlier question from Councimember tot that point. another organization. He advised that benches and balusters have been put in place to keep people from falling off the edge at the south for a certain distance. It looks very attractive, they tried to make it look like a piece of art than an actual handrail. We consider the project done Mr. White did receive the letter saying it was done and meeting ADA compliance and will be forwarding the letter to the City Council tomorrow. Over 400 baby plants, (approximately 3 inches tall), were planted on the north Councilmember Wagner advised they have the irrigation system working and and complete and meeting all guidelines. and south side of the museum. they had a great turnout during Audie Murphy Day. No action was taken. City Council Minutes June 25, 2024 VIII. BUDGET WORKSESSION "Update, consider and discuss the 2024-2025 FY Budget.' . Mayor Overstreet, Ms. Hamlin and Mr. White went over the following items that were first addressed and discussed in detail at the City Budget Worksesion that was held on Wednesday, June 12, 2024, at Collin College. Fire Chief Greg Massey and Police Chief Marsha Pillips addressed questions asked by the Council. Emergency Services Streets Capital Plan Code Enforcement Increase Revenue Services Parks Administrative Staffing No action was taken. IX. EXECUTIVE SESSION (NO EXECUTIVE SESSION WAS HELD FOR TONIGHT) Discussion of matters permitted by the following sections of Texas Government Code Chapter 551: A. Section 551.072. Deliberations about Real Property: Proposed acquisition by TxDOT of approximately 1.163 acres of land at Southlake Park. X. ACTION REGARDING ITEMS DISCUSSED IN EXECUTIVE SESSION XI. ITEMS TO BE PLACED ON FUTURE AGENDAS None at this time. XII..
