Farmersville DISCOVER A TEXAS TREASURE FARMERSVILLE CITY COUNCIL REGULAR SESSION MINUTES July 9, 2024, 6:00 P.M. Council Chambers, City Hall 205 S. Main Street Farmersville, TX 75442 I. PRELIMINARY MATTERS Mayor Overstreet called the meeting to order at 6:00 p.m. Council members Coleman Strickland, Mike Henry and Lance Hudson were in attendance. Councilmember Terry Williams and Ted Wagner were absent. City staff members in attendance were City Manager, Ben White; City Secretary, Tabatha Monk; Finance Director, Daphne Hamlin; Police Chief, Marsha Phillips; Fire Chief, Greg Massey (as well as members of the Farmersville FD); Warrant Officer, Rick Ranspot; Code Enforcement Official, Tiffany Barber and City Attorney, Alan Prayer was led by Code Enforcement Official, Tiffany Barber and the pledges Mayor Overstreet announced some days of interest on the City calendar, the Parks and Rec Board will be having a meeting on Thursday the regularly scheduled was moved from Thursday, July 4th to Thursday, July 11th. The TIRZ Board will be meeting at 12:00 p.m. also on July 11th. Planning and Zoning will be meeting on July 15tha and FEDC (4A) willl be meeting on July 18th. Also of note, their will be a 2nd open house for the Parks Master Plan held in the Commons area at Collin College (Farmersville), on Thursday, July 25th from 6:00 p.m. - 7:30 p.m. Fire Chief Massey gave a brief regarding information regarding drowning Mayor Overstreet read into the record and presented a Proclamation to Karter Farmersville Police and Fire spoke regarding Karter Dodson and presented him with items as a thank you for his bravery and heroism in a fe-threatening situation. PUBLIC COMMENT ON AGENDA ITEMS (FOR NON-PUBLIC HEARING AGENDAI No one spoke under this item. III. CITIZEN COMMENTS ON MATTERS NOT ON AGENDA Randy Smith spoke before the Council regarding the street bond and TIRZ. IV. CONSENT AGENDA Items in the Consent Agenda consist of non-controversia, or housekeeping" items required by law. Council members may request prior to a motion and vote on the Consent Agenda that one or more items be withdrawn from the Consent Agenda and considered individually. Following approval of the Consent Agenda, excepting the items requested to be removed, the City Council will consider and act on each item sO withdrawn individually. B. Fire Report A. City Council Minutes (Regular Meeting 06-25-2024) Councilmember Henry made a motion to approve the Consent Agenda. Councilmember Strickland seconded the motion to approve. The motion was carried unanimously (3-0). V. We are in the process of meeting to give report.) B. FCDC Farmersville Community Development Board (Type B) doing the 4B budget at this time. C. FEDC Farmersville Economic Development Board (Type A) Possible Council Liaison Report: Councilmember Williams was not at the meeting to give Possible Council Liaison Report: (Councimember Hudson advised the report.) D. Parks & Recreation Board meeting got postponed until this Thursday. Planning & Zoning Commission next meeting is scheduled for July 15th.) E. TIRZ Board have a meeting scheduled for Thursday, July 11th.) VI. PUBLIC HEARNINGS ANDIOR ORDINANCES A. "Consider, discuss and act upon Ordinance No., 0-2024-0709-001 amending the Fiscal Year 2023-2024 Budget for Items regarding Capital Improvement OpenGov Software." Mayor Overstreet read the Ordinance into record. Mr. White updated the Council on this item regarding the fee for the software and the annual fee. Mr. White advised there will be a prorated portion on the fee this year and then we will pick up a full year when we head into October 2024. This budget amendment carries the prorated portion. Councilmember Henry asked for clarification on a few numbers. One number being an expenditure of $98,937 on the General Fund and the other Mr. White advised the $82,560.00 are professional services if you add around $16,000 worth of prorated yearly cost and when you add those 2 together you come up with the amount of $98,937, the amount listed in the budget amendment. Mr. Whtie advised this money will be paid after this agreement has been approved and the amendment approved then the Mr. Lathrom advised this ordinance only requires one reading to vote on, sO ifthe Council would like, this item can be voted on at tonight's meeting. is an Open.Gov document and it shows $82,560. amount will come due in the next 30 days. The motion was carried unanimously (3-0). VII. REGULAR AGENDA A. "Consider, discuss and act upon FY 2022-2023 Audit Report presented by Louis Breedlove with BrooksWatson & Co." Mr. White advised this item will be tabled until the next meeting. Councilmember Henry made a motion to table this item. Councilmember Hudson seconded the motion to table this item. The motion was carried unanimously (3-0), B. "Consider, discuss, and act upon Amendment No. 2 and Exhibit A to the OpenGov Software Services Agreement with the City of Farmersville." Mr. White advised on Exhibit. A that the $16,376.33 is the prorated amount of the yearly fee that we will be paying this year. Each year thereafter it goes up by about 5%, but the $98,258 is in our next year's budget. If you look down a little further at Professional Services and that is $82,560. If you add the two together you get the amount requested on the budget adjustment and that amount is due August 1, 2024. Every year after is listed there sO you can see what those amounts are going to be paying for. Mr. White advised this is the most expensive part of the software that we are upgrading over the next year Ms. Hamlin advised for the Finance portion of the OpenGov, we have paid Mr. White advised on October 1, 2024; we will start upgrading the other Councilmember: Henry asked what the amounts for the other portions will Ray Kirkpatrick with OpenGov addressed the Council and advised they did work and were successful at cutting some costs. He advised he did not have Councilmember Strickland asked what the overall cost per year is that we Ray did go over what would be covered under this contract. He also advised this is a 3-year contract that can be terminated; however, he would hope that OpenGov and the City of Farmersville could work together on any problems under Permitting and Code Enforcement. $26,000 annually. portions. be. those numbers in front of him tonight. will be paying for Open.Gov. before it came to that point. City Council Minutes July 9, 2024 Mr. White stated he has reviewed the statement of work, and it looks in order, Council, Mr. White and Ray spoke more about the workings and abilities of Ray advised our contract has a 5% increase per year and this would also cover what the City would need to add regarding the growth of the City and the changing needs due to that. Ray advised for some reason if the contract was cancelled or voided and then restarted, new prices would be evaluated at Mr. Barber, Code Enforcement Official spoke on behalf of the OpenGov software and how effective she believes will be to the City of Farmerville and Councilmember Hudson made a motion to approve Amendment No.2 and Councilmember: Strickland seconded the motion to approve. but he will be happy to send that document to the Council. the OpenGov software programs. that time. the residents of Farmersville. Exhibit A. The motion was carried unanimously (3-0). C. "Consider, discuss and act upon the City of Farmersville Water Management Mr. White updated the Council regarding this item. Mr. White advised this is normally a 5-year type of arrangement but because the Texas Water Development Board required some changes we had to make some modifications ahead of the 5-year plan. Mr. White advised this is just for reading and making any changes then we will come back at the next meeting Mr. Lathrom advised the Council can choose to adopt the ordinance with a vote of a super majority with only 1 reading, or they can choose to vote with 2 Councilmember Strickland did request that we put the current annual report Mr. White advised we would update this using the current annual report. D. "Consider, discuss and act upon Revolution, R-2024-0709-001, regarding the Collin County Park and Open Space Project funding assistance program for the project known as J.W. Spain Athletic Complex, Farmersville, Texas." "Consider, discuss and act upon appointments to various City of Farmersville Mayor Overstreet updated the Council regarding the application of Leaca Caspari that has been submitted to the City for consideration of appointment to the Capital Improvement Advisory Commission/Panning & Zoning Commission. This position serves a 3-year term for 2 terms. Mrs. Caspari Boards and Commissions." does live in the City and meets the requirements. Councilmember Henry made a motion to approve. Councilmember Strickland seconded the motion to approve. The motion was carried unanimously (3-0), VIII. BUDGET WORKSESSION "Update, consider and discuss the 2024-2025 FY Budget." Emergency Services Streets Capital Plan Code Enforcement Increase Revenue Services Parks Administrative Staffing Mr. White advised that Dunnaway has done a tremendous amount of work around the impact fees and they are working on the final information to include in an ordinance and that could be 1t to 2 months away. The Park Mayor Overstreet explained the Park Closing Fee would be a one-time fee that would be charged when you purchase a house. We are looking into this fee, and we understand there are other communities that are doing that, and we are looking into this as we are looking to expand our Park system. Again, this would be a one-time fee, not a user fee or an annual fee. Ms. Hamlin spoke regarding the tax rate information. Closing Fee is on our radar.
