Minutes of Cresson City Council Meeting June 11, 2024 The City Council reserves the right to adjourn into Executive Session during the course ofthe meeting to seek legal advice from its attorney regarding any item on the posted agenda as authorized by Section Mayor Becker called the City Council Meeting of Cresson, Texas to order at 7:00 P.M. on June 11, 551.071 ofthe Texas Government Code. 2024, at the City Council Chambers. Attendance as follows: Lisa Clement Jacob Shelly Jeff Keeney Gary Robertson (absent) Corey Barker City Attorney Rachel Raggio Mayor Becker gave the invocation and Councilperson Keeney led us in the Pledge of Allegiance and the Texas Pledge. The meeting is opened to the public. Citizen's Comments Wade Turner, CEO of Practical Metal invited the city council to their groundbreaking ceremony. Mayor's Report and Comments A. Hood County Master Thoroughfare Plan update: Trying to get Hood County to prioritize a 2nd Hood County exit, the southbound being the #1 priority. Johnson County is not as far along with B. Zachry and TxDot expect southbound traffic to be open on the Cresson Bypass sometime in C. Please join the Cresson Volunteer Fire Department for an event on Friday, June 14, 2024, at 4pm for a BBQ, Chisolm 100 awards, dedication of the new tanker and ribbon cutting on the their thoroughfare planning. July 2024 new building. Items for Future Agendas None Deliberation Agenda A. The City of Cresson has received a request from Karen Blaylock of Cresson Bluff LLC fora a variance of Chapter 30, Article VII, Section 30-291 of the Cresson Zoning Ordinance regarding required parking spaces for an eating and drinking establishment. 1.1 Hold Public Hearing: The Public Hearing opens at 7:09 pm. Robert Blaylock, Owner of the winery, is requesting a 7-year variance on the material used for the parking lot as well 2. Consider and act to approve or disapprove the zoning variance. Councilperson Keeney makes a motion to approve the variance as requested ini the agenda caption and packet, on the condition that the applicant submit an application to re-evaluate parking needs in 5 years and adjust the parking requirements accordingly. Councilperson Barker seconds the B. Consider and act to approve or disapprove a resolution regarding the naming of the Cresson Bypass. Mayor Becker suggests the bypass be named Bob Cornett Parkway. Ifthe resolution is approved, Senator Birdwell will take it to the state in January. The city will need to pay approximately $4,000 for the signs. The council will also need to rescind naming the city park after the late mayor. The stub road will be named Miles Ranch Road. No citizen comments. Councilperson Clement makes a motion to approve the resolution naming the Bypass Bob Cornett Parkway. Councilperson Shelly seconds the motion. 4ayes as the number of spaces. C.C Consider and act to approve or disapprove an Animal Control Fee Schedule. Cresson has an Interlocal Animal Control Agreement with Hood County, but not one with Parker County. The Animal Shelterin Parker County is run by the City ofWeatherford, making ani interlocal agreement with them difficult for Cresson. Under the Animal Ordinance passed in 2010, the mayor has the authority to appoint an Animal Control Officer to work in Parker County. He will be considered a city employee. There is already a holding pen at City Hall that needs a few repairs. Any animals will be held for 3 days then put up for adoption. The fee schedule is based on Hood County's fees +$10.
