Bill Wolf, Preserve Craig, Mountain Valley Pipeline Update- No Update D. Woody Lipps, Craig Valley Railbed Trail -Mr. Lipps updated the Board about resent comments regarding higher taxes due to trail maintenance. Mr. Lipps explained, the committee takes every comment seriously and look into it. Mr. Lipps gave a briefing about thel breakdown from maintenance from similar local trails and the volunteer group that havel beenl helping throughout last year. January and February of2024, Pathfinders for Greenways, Mid-week Crew, contributed 328 hours to complete deferred maintenance complete deferred "greenway" trail. Monitoring the results ofthis work overtime gives us an idea of maintenance necessary to insure the desired trail condition. A recent inspection found the trail tol be in good shape. The tread remains solid and free from erosion. Mowing has been sufficient to maintain the width ofthe trail. Future vegetation management is needed to fully eradicate invasive species like Multi-flora Rose and Autumn Olive. These species are the most likely to encroach on1 the trail and require regular maintenance to keep them trimmed back. Removal of dead and dying trees along the trail has reduced down trees across the trail. Work is still planned to raise the trail level for about 300 foot distance at the school end to get above occasional standing water. Both bicycle and VDOT Timeline: Remains unchanged. Cultural Resource Inventory being reviewed by the Department of Historic Resources. Engineers continue to: make field notes and take detailed measurements while working on the design. Some maintenance activity is anticipated between Mill Creek and the county line in August. This would include de-watering and filling mud holes. With some VDOT assistance, volunteers are planning to resume removing tires and trash when colder weather September - December 2024, 30%-50% of design complete. Environmental documentation complete. December 2025, final design complete. Wel have al history oft this trail because there is a long history, we studied, we: researched, and then looked at Tourism and taxes. What might the trail cost? And what about the revenue stream? You have heard some ofthe publics comments and wel have followed up. With the Trail maintenance two questions, who is going to maintain the trail (County/VDOT) and how much isi it going to cost? Wel have a one-mile greenway that opened in 2012, with thel help of volunteer groups and monitoring the techniques for maintenance on the greenway this summer. We can get ai real timel look, today's dollar cost. How it will hold up overtime. One other note, there was aj portion of about $30,000 dollars fort the preschool initiative that was not funded int the budget. We: felt that it was important and wanted to proceed and why the carryover money isn'ta as much because we wanted to fund it. Wej put a survey out to the county to see. how many parents would bei interested inj preschool programs for three/four years old. In the first hour we. had over sixteen respondents. Wel know there isal huge need here. We would like to give the survey al little morei time and maybe come back next month and do ai report and let you decide whether that is something we want to fund. HEAR THE PUBLIC Mr. Spence opened the hear the public at 6:24 pm, first we will hear aj presentation by the Craig Presentation by the Craig County Farmers Committee regarding Land Use Angie Guthrie Potton, Member, Craig County Farmers Committee thanked the board for the opportunity. There will be three presenters tonight, from the last board meeting there were three County Farmers Committee regarding Land Use. DRAFT factors the board was concerned about. How much time devoted to the program, other ways the county can seek revenue and how many current landowners/farmers would qualify for the Time devoted to the program-in the packet from a survey by Virigina Extension program on counties surveyed that usel Land Use. The survey, in hours, showed evaluated time devoted by staff tot the program to: make sure eligibility was being met, 34% dedicated 50 hours a year, 25% 51-100 hours a year and 39% of administration staff dedicated more than 100 house a year. That also depended on how many land/farmers qualified, assessments of propertyleligible land and size of Reached out to the Commissioner of Revenue in Giles County, Land usel has been in use since the 1979, they have an open enrollment from September 1st tol November 1st. They used to do a annual application but now they only do a new application at the time of reassessments. Giles has about 1800 parcels that participate in their Land Use. Takes a couple of weeks for a new application and most of the Commissioner's time toward the program is at the time of reassessment. The Commissioner uses a computer system that is set up tol handle these changes efficiently and rather then in the past when it was done by hand. Another way tol look at this is to take into consideration the farms that are insured. To assess the number of farms that would be used for Land Use. I know the ones that II have insured are producing a commodity or livestock, they would need that policy to protect them. I would say we are looking at about 200 in the county that might be Also, we. looked at three property classes, using the Craig County GIS, we. have class 2, class 5 and class 6. Class 2 in Craig County is a single family on 20 acres or less, without public water or sewer. Class 5 is agriculture or undeveloped, 20 acres to 99.9 acres, tract, piece, or parcel ofl land from 20 to 99.99 acres that does not qualify for any oft the above classifications and Class 6, more than 99.99 acres that does not qualify for any of the above classifications. We would like to also present that we have gotten over a hundred signatures for Land Use. I will not benefit from this program, I am not producing anything, but the people that will benefit are the farmers and landowners in this room and also my family. Iwanted to make sure that future generations such as my child would continue farming in Graig. It is important to preserve this community and keep Craig with an abondance of farmland use for our future. Land Use is the only way we can make program. county. insured that are producing a commodity, have livestock ori into agrotourism. this happen. On the GIS system we narrowed in down to 50 or more acres. 9 out of 10 times those are the producers or land owner with 50-over 100 acres of property that will apply, ift they sO choose. We were able to narrow it down to 363 landowners, with 50 to 199 acres, 40 with 200 to 299 acres and 14 with 300 orr more acres. Now that is based off ofthe Craig County GIS site. Iwould like tol look at his isn a different manner. Yes, we are requesting to put land use into place to preserve our family farms. Yes, we are hoping that adding this deferment will incentivize families to do what they love. Mine, being one of them. But we are also working to extend the learning ability to the students involved in the agriculture program at the school. Without working on farms, they would not have the opportunity to have the hands-on experience as some are receiving now. And, yes, we hope with their education some knowledge they will come back to the county an farm VS going to our neighboring localities where we have spoken to some oft the young farmers. Who say they left to be in neighboring counties because of the taxes are lower. We are working to keep the natural beauty of the county, such as the trail. Ifyou think about it in another way, we arej just 415 farms in the county that could be sold offinto subdivisions. Even into 5-acre parcels. He even posted ai notice on a tree that the parlor was closed. However social media platforms prove otherwise, there are: numerous images oftattoo work and chair availability posted signifying that the tattoo parlor operation continues and desires to continue. And the Tattoo Parler in operating in a assessor building next to thei residence. Those postings were still up on social media prior to this meeting. Susan Edwards, 1004 Craig Woods Rd - Regarding the waste from the tattoo activity. This is by DEQ State Regulation, a regulated medical waste. Iti is codified in the State of Virginia as needing to bei regulated. DEQ does have enforcement ift the county needs assistance. Within the state regulation 9 VAC20-121 Virginia Regulated Medical Waste regulations, in the definitions they specify what kind ofwaste are: regulated medical waste and not just solid waste which our transfer station is covered to operate as a transfer station. The following types ofsolid waste must be managed as ai regulated medical waste and ai number ofbullets are. listed. But specifically, contaminated sharps and unabsorbed human blood or body fluids from cosmetology, piercings, nails, and tattoo establishments. Then you go down to the part that specialty talks about not every DRAFT waste associated with a tattoo establishment is a regulated medical waste. Especially, certain solids do not have to be managed as ai regulated medical waste and one oft those exceptions is the sharps and unabsorbed human blood and body fluids from tattooing. Now the regs, you don't have to get aj permit, but you have to document how you are managing the disposal oft that waste and keepi it for three years and make those records available. Itthis tattooist doing this stuff? Has anyone considered looking into that? The tattoo facility is a generator of medical waste and there is an administrative code that goes into the kind ofr record keeping that must bei maintained. Iwould be willing to talk with you all about what is required and who to talk to at the DEQ office. That is not where I work with DEQ but there are specific things with that type ofactivity. The tattoo artist that is licensed by the state should be complying with. This is not a routine home occupation iti is a licensed procedure involving medical activity. Trail use largely depends on two factors; traili features and proximity to population. Tunnels, bridges, rivers and creeks, views, history, length, shade, support services and trail surface are all attractive features along a rail trail. Rural trails are attractive because oft theirs setting. Longer trails tend to attract visitors from further away who are likelyt to make an overnight stayi in the area. Unique communities with other attractions tend to make at trail more popular. The closer at trail is to ap population center, the larger VEWO CASTLE the pool of potential visitors. The CBST doesn't have any tunnels, buti it does have eight old railroad bridges. In Craig County the grade crosses two minor streams. In Botetourt Countyi it crosses Craig Creek and the James River. One bridge is now listed int the National Register of Historic Places and a second is eligible. Similar to most rail trails, the CBST does pass through private land and close to some homes. Ac couple sections of gravel road connect more traditional sections of trail. These road: sections may not be attractive to some trail users, but they are being used currently by some people who ride horses and others riding bicycles. Along its length the CBST remains a rural experience offering a variety including shady sections through forests and views ofi the mountains across pastures. DRAFT New Castle is certainly a unique community and one thati is close to as substantial population. Craig County has long played host to visitors going back to the days oft the mineral springs. Numerous folks have come to hunt here over the years and the development in Paint Bank currently attracts both day-use and overnight visitors. New Castle features al Historic District, farmers market and1 the annual Falll Festival. There are existing business establishments in New Castle, and around Craig County, to support thet trail. The Craig Valley Branch Line became aj public transportation corridor in 1961 andi the corridor still exists today. Several sections are in routine use byl horseback: and bicycle riders as well as pedestrians. Most of this use is byl local people but the rail bed does currently attract: some use from outside our area. While the Craig Botetourt Scenic Trail has a number features to attract visitors, it does not directly compare to the Virginia Creeper Trail, the New River Trail or the Blue Ridge Tunnel Trail. The features, current services available, and proximity to population suggest that maintenance andi improvements to the railroad bed willi increase visitation to some moderate level of use. This use willl be moret than we see now, but is expected to be less than trails like The Creeper, New River, or Blue Ridge Tunnel receive.
