CITIZEN/BUSINESS COMMENTS: Casey Chapman, 125 Hirst Road/CaseCo LLC, shared comments on Ken Nichols passing and offered comments on thel Mayfair cul-de-sac item. Town Councill Meeting Work Session June 25,2024 Page 2of5 MAYOR AND COUNCIL COMMENTS: Council member Williams thanked Casey Chapman for his comments and congratulated the staff members on their retirement. She noted the upcoming events ofthe July 4th parade and the. July Council member Stought congratulated staff members on their retirement and sent his condolences to the Nichols family. He recognized Sgt. Camp's above and' beyond call to duty to af family in need and also Officer Simmons example of good community policing shown to a group in our community. Council member Stought shared concern for the rushed process oft the Planning Commission to complete the final steps oft the Zoning Ordinance rewrite without regards to Citizen public comments and staff's time. The process should be conducted. as Council member Luke showed concern for the size and strength oft the position oft the Economic Development Advisory Committee group and requested recording their meetings. Council member Bertaut extended condolences to the! Nichols family and invited citizens to the Independence Day parade. He made comments to the item of the Planning Commission Agenda Policy and the process oft the Zoning Ordinance rewrite ofbeing an editorial review and being published to the town website prior to public hearing. He shared that the Zoning Ordinance is the number one Planning Commission priority to get the zoning code in-line with the Comp Plan and noted the Downtown Redevelopment is not aj priority ini the Comp Plan. The Planning Commission decides onj priorities by looking at Comp Plan, direction ofTown Council, or joint meeting with the Town Council which has not yet happened. He suggested an agenda development process for Planning Commission which includes al list of future agenda items that Council member Wright echoed several comments made and he reiterated the speed in which Planning Commission is choosing to process the Zoning Ordinance without concern oftiming for public input especially being summer and he would like the timetable to be changed and Vice Mayor Rayner congratulated staff retirees and shared condolences to the Nichols family. She showed disappointment for the recent speed oft the Planning Commission process for the Zoning Ordinance and the disregard of professional advice oft the Zoning Administrator's suggestions on the approach to the Zoning Ordinance. She shared being disappointed in the Planning Commission display ofl lack oft transparent and good governance. Mayor Milan echoed on condolences for the Nichols family. Mayor commented on which the Planning Commission taking high speed steps ini the completion oft the Zoning Ordinance rewrite. He shared comments on the Great Race participants traveling through Purcellville and the news coverage. Mayor Milan recognized the' Town Finance department, for the 16th consecutive time, being awarded the Certificate of Achievement for Excellence on Financial Reporting by Government Finance Officers Association for the town's FY23. Vice Mayor Rayner made thei motion that the Purcellville Town Council reappoint the following existing members to the Train Station Advisory Board for a one-year term from July 1, 2024 through June 30, 2025 or until another appointment has been made. Update on Mayfair Cul-de-sac Jessica Keller, Capital Projects Coordinator, gave the report. Council members held a discussion ont the null and void oft this easement expiration by its' own terms and returning property to original owner with. John Cafferky, Town Attorney. Loudoun County Public School agreed to this removal and staff continues on completion ofa a design and the use of the implemented Council member Bertaut asked a question regarding the timeline oft this project with staff answering in the next few weeks for a cost estimate savings ofi installing the storm pipe by assigned existing contractor working in the area. He also questioned why thisi information was shared on June 24 in the reposting oft the agenda packet and the President oft the HOA not being aware ahead oftime. Council member Wright made ai motion that the Purcellville Town Council direct stafft to proceed with the Concept 1C minus the left-hand westbound turn lane on Main Street to 32nd Street as presented at the April 9th public hearing on 32nd and Main Street Intersection Improvements incorporating the right hand turn off of32nd onto. Main Street. Council member Stought asked ift this change would have an impact on process with VDOT.
