Christine Green, 229 Upper Heyford Place, shared comments on the discussion item Valley Casey Chapman, CaseCo LLC. 125 Hirst Road, shared comments on witnessing the growth of the town over the last 30 years and hopes Council takes in all information collectively regarding annexation. MAYOR AND COUNCIL COMMENTS: Council member Williams shared gratitude to Deputy Chief] Daily for stepping in for retired ChiefMcAlister and congratulations to ChiefE Barry Dufek. She shared the success ofthe July 4th parade and shared upcoming events such as Crafts with a Cop, School Supply donations, and the Wine and Food Festival. Council member Williams reiterated that the annexation item on the Council member Stought shared a congratulations to Deputy Chief] Dave Dailey on his retirement and congratulations to Chief] Barry Dufek on his new position as Chief. He thanked staff for a wonderful July 4th parade that drew many participants and made note of the upcoming July 20 Wine and Food Festival. Council member Stought remains concerned with the Planning Commission's current process oft the Zoning Ordinance disregarding staff'si input. Council member Luke enjoyed the. July 4th parade and thanked Casey Chapman for his comments on development in the town and shared concern for the traffic ini town. Council member Bertaut shared the town will miss Deputy Chief Dailey and congratulated Chief Barry Dufek. He shared that the Planning Commission will hold one public hearing with opportunity for citizen comments and Town Council will hold public hearings on the Zoning Ordinance after this with citizen comments. He shared that the PDH zoning is not going away. Council member Bertaut expressed concern for the number of participants and rate of speed and Council member Wright shared congratulations tot thel Deputy Chiefand new Chief. He also congratulated staff on the execution oft the. July 4th parade and suggested shortening the parade routes. He shared concern about getting in front of drought conditions to encourage conserving Vicel Mayor Rayner shared the success oft the July 4th parade and how the heat limited some in participating in the parade. July 4th parade and commented on high temperatures that limited the animal participation and did not agree with the speed mentioned. Mayor showed concern for the misinformation being published and with no factual bearing. He shared decisions are not made in a vacuum and there is] public discussion ofi items. Adopting the Meeting Schedule of' Town Council Diana Hay, Assistant Town Manager, gave the report. Council member Williams moved that' Town Council adopt Resolution 24-07-01 prescribing for fiscal year 2024: the date, time and place of regular meetings of the' Town Council; the work session format oft the second regular meeting each month; cancellation of regular meetings that fall on a legal holiday; the continuation ofr regular meetings for hazardous conditions; and notice requirements for adjourned meetings. She further moved that Town Council cancel its regular meeting scheduled for Tuesday, November 26, 2024 due to the Thanksgiving holiday. Bylaws of the Economic Development Advisory Committee Boyd Lawrence, Planning Manager, gave the report. Mayor Milan shared while traveling to Virginia Beach at a welcome center he came across as small pamphlet on Loudoun County and hoped to have it changed toi include more information. Milan: Aye) DISCUSSION a. Update on Valley Commerce Center. Annexation Application (ANX-24-01) Jordan Andrews, Planner, gave the report and reviewed much of what was included in the submitted staff report. Council showed concern for what would be planned for the property and its' water use and consumption. There was a question on the applicant's County submission and its' status as "pending no resubmission" which is related to what would be decided by Purcellville Town Council. The applicant was in attendance and was represented by Mike Romeo, AICP, Senior Land Use Planner, Walsh Colucci Lubeley & Walsh, PC. The County was represented by Rachael Iwanczuk, AICP, Senior Planner, Department of Planning and Zoning. July 20th Wine and Food Festival and referred to a news release. Council member Wright had a concern for traffic parking along 20th Street andi resolving this one-way path for future events. Clarification on Terms of Membership on the Purcellville Planning Commission Diana Hay, Assistant Town Manager, gave the report and shared this is to avoid the gap in terms ending 08.31.24 from the May 28th: motions pertaining tot this item. Council member Bertaut and John Cafferky, Town Attorney, had a discussion to clarify Virginia code and Town code. Mr. Cafferky confirmed the Town Council does have the authority to set the terms ofthel Planning Commissioners. This proposed amendment is to clarify the two motions made at thel May 2gth meeting and their inconsistencies.
