CALL TOORDER: AGENDA AMENDMENTS: None COMMISSIONER DISCLOSURES: Pursuant to Code of Virginia 2.2-3708.3 and Town of] Purcellville Resolution 21-06-06, Mr. Neham has requested to participate ini this meeting by electronic communication from aj remote location that is not open to the public. Due to ai medical condition, Mr. Neham will be participating int this meeting remotely from his home. As required by law, aj physical quorum of the Planning Commission is present in the Council Chambers, and Town Staffhave arranged for the voice of Mr. Neham to bel heard by all persons in the Council Chambers. Mr. Neham made the request within the timeframe required by policy and the Town Attorney has determined that his request meets the requirements for remote participation. APPROVAL OF MINUTES: Council Liaison Bertaut motioned to approve the drafted minutes from April 18th. The Commission unanimously agreed in favor. CITIZEN COMMENTS: Harry Harting, 845 Pencoast Dr., expressed concern regarding the Town Council's decision to postpone the revision of the Transportation Plan until ai traffic study is completed. He then provided the Commission with copies ofat traffic study that he has conducted. PLANNING STAFF REPORT: Zoning Administrator Wilkes introduced intern PJ Flynn, a student at George Mason University, Planner Andrews provided the Commission with updates on the projects with in the Town. who will be updating Purcellville's Historic Survey. PRESENTATION: Zoning Ordinance Recommendations Zoning Administrator Wilkes gave aj presentation introducing concepts toj potentially be implemented into the new Zoning Ordinance. A Regulating Plan map draft was presented to the Commission as well as a Character Map draft of] Purcellville. Both maps are attached. DISCUSSIONITEMS: Zoning Ordinance Recommendations The Commissioners shared comments and asked questions regarding the presentation on the Zoning Ordinance rewrite, character of Purcellville, and the Regulating Plan. Commissioner Ogelman had differing opinions from Zoning Administrator Wilkes regarding the threats to the Town. He argued that the threat to the character of the town is facing large, industrial- scale projects replacing organic growth. Commissioner Ogelman further stated that the ideas presented by Zoning Administrator Wilkes are threatening because they promote industrial development and are not in line with the goals outlined within the Comprehensive Plan. The Commission continued to discuss the impacts ofindustrial-scale development as well Inr response to Chair Forbes's question about what to do going forward, Zoning Administrator Wilkes briefly explained the: scope ofwork left to complete the Zoning Ordinance rewrite ift the proposed ideas are accepted by the Commission. He asked for the Commission toj provide feedback and edits to the draft ordinance, specifically regarding the Overlay and Subarea sections, following the Zoning Administrator's recommendation presentation.
