CITIZEN COMMENTS:  None  PLANNING STAFF REPORT:  Ms. Wilkes announced her position as the Director for thel Department of] Planning and Community Development as well as the Zoning Administrator. The department is now separate She also announced that intern, PJ: Flynn, has completed the state training in order to begin Ms. Wilkes explained that an official RFQ has been submitted for a Downtown Master Plan. Commissioner Ogelman shared that he does not think that updating the Downtown Master Plan is outlined in the Comprehensive Plan. He stated that the elected officials oft the Town should make a vote on proceeding with al Downtown Master Plan. Commissioner Rise expressed that any extra funding in the budget should go towards alleviating the Town's debt. Ms. Wilkes clarified that this project is still in an exploratory phase, no money has been spent, and that the Council will vote on proceeding with this plan once the pricing quotes that were. just requested Mr. Andrews provided the Commission with updates on plans within the' Town. He then explained the formatting and process that staff is using going forward with completing the Mr. Andrews announced that thel Planning Commission and' Town Council are planning tol have  from engineering and capital projects. updating thel Historic Survey.  are obtained.  Zoning Ordinance rewrite.  ajoint meeting on May 30th at 6:00pm. Commissioner Ogelman made the following motion:  "Imove that the Planning Commission, through its leadership, liaison, and staff, inform the Town Council that prioritization oft the newly proposed Downtown Master Plan deviates from  2IPage    the spirit and language oft the 2030 Plan Purcellville Comprehensive Plan. The only Master Plan the Comprehensive Plan highlights is to "Review and update the Comprehensive Parks, Recreation, and Open Space Master Plan" (pp. 61 and 118). Even that is only as ai mid-term priority, as opposed to the immediate priority ofcompleting the. Zoning Ordinance Rewrite (p. 118)i in accordance with known citizen priorities. Ifthe Town Council wants to alter priorities it should do sO through an accountable public vote in accordance with the fully transparent  representative democratic process." DISCUSSION: ITEMS:  Town Council's Planning Commission Bylaws Review  The Commission discussed the Town Attorney's edit to the proposed Planning Commission Bylaws, the number of members that can serve on the Commission at one time, and the ability of  the Council Liaison to vote as a Planning Commissioner.  Town Council's Planning Commission Agenda Policy  The Commission reviewed the proposed agenda policy for the Planning Commission that are to be voted on in the next Town Council meeting. Vice Chair Neham shared his edits and  comments to the draft policy, his edits are attached.  Zoning Ordinance Recommendations Presentation- Follow Up  Ms. Wilkes opened this discussion for any comments or questions that the Commissioners may The Commission discussed areas to sustain within the town and the adherence of the Zoning  have regarding the ideas introduced at the last meeting. Map drafts to the Comprehensive Plan.  Zoning Ordinance Compliance with the State Code Checklist Update  The Commission reviewed a draft insert for the Zoning Ordinance regarding small cell wireless infrastructure. Mr. Lawrence answered the Commissioner's questions regarding thej proposed  regulations.  Traffic Study  The Commission discussed the traffic study submitted during citizen comments by Harry Harding at the last Planning Commission meeting. Commissioner Rise would like to work with Mr. Harding and the students that conducted the study to further improve the report. A copy of Mr. Harding's report can be found at the Town Clerk's office and attached to the meeting  minutes.  3Page    COUNCIL REPRESENTATIVE REPORT:  Council Liaison Bertaut thanked everyone for aj productive meeting andi is looking forward to the  joint meeting of thel Planning Commission and the Town Council. Commissioner Brown commented on the differing goals for the future of Purcellville by the  Commissioner Green congratulated Ms. Wilkes on her promotion.  Commissioner Ogelman noted his commitment to implement the goals outlined in the Town's Commissioner Rise congratulated Ms. Wilkes on her promotion. He shared information on zoning regulations that he learned in the Certified Planning Commissioner training program that Vice Chair Neham congratulated Ms. Wilkes on her promotion. He also agreed with Commissioner Ogelman's comment: regarding his commitment to implement the goals oft the  Comprehensive Plan.  he has recently completed. Comprehensive Plan. NEXT MEETING: 24th.
