Call to Order President Gardner called the meeting to order. All were in favor to accept the agenda II. Motion to Accept Agenda III. Motion to Accept February Minutes IV. Citizens Merit Award Discussion V. Resolution for Hebron Savings Bank All commissioners accepted the February minutes. The commissioners agreed to nominate David Brown Changing the signatures for the line of credit. Commissioner Shelley motioned. Vice President Taylor seconded. All were in favor. VI. Reappointment for Planning and Zoning The terms established for the commission will be 2 for 2 years and 3 for 5 years. Ms. Young discussed with Town Manager Clayton Anderson at the Work Session meeting that she would like to be appointed for a 2-year term. All agreed on staggered terms. VII. Purchase of Police Vehicle Two of the vehicles needed to be replaced. All commissioners signed and passed the resolution. VIII. Department Head Reports Town Manager Report Met with Somerset County Parks and Recreation to establish drop-in basketball at the Somerset County Office Complex. Attended the third meeting of the feasibility study. Completed the semi-annual DHCD Washington Inn report. Projects 1. Streetscape Revitalization Grant community engagement process 2. Somerset Landing Drainage repair planning with DBF 3. Greenwood Elementary and Princess Anne Elementary Safe Routes to School work plan with Somerset County 4. Sale of the Washington Inn 5. Scheduling and staffing the movie night and bowling lanes at UMES. 6. Assist with the planning of the Arts and Media Festival 7. Budget preparation Police Department Report Chief Wink attended the town meeting (Jan.3) Chief Wink attended the town work session (Jan.17") Chief Wink attended the Local Management Board vendor meeting (Jan.13") Chief Wink and Cpl. Dize attended the Lower Eastern Shore Law Enforcement Chief Wink attended the Lower Shore MCIB meeting (Jan. 25") Association meeting (Jan.18") PAPD handled 720 calls for service in January (last January: 413 increase of 171%). 2.6% of the incidents remain open/under investigation while 97.4% are closed either by arrest, other, or unfounded. PAPD issued 59 traffic citations, 439 warnings, and 1 equipment repair order. 0 DUI's, 0 Robberies, 4 Burglaries, 8 Assaults, 8 Thefts, 0 Overdoses, 0 Handguns seized, 3 Emergency Petitions and 7 Motor Vehicle Collisions. Monthly grant invoices/reports were completed for the SCOUT and Somerset County Recovery Court grants. Quarterly grant reports were completed and submitted. PAPD completed 312 hours of training in January. Public Works Report Public Works collected 73 tons of garbage for the month. The Public Works Department is ini the final stage of completing the trail walk at Manokin We are now in the storm drain cleaning process. Soi far 3 clogged drains are now free The Public Works Department has started straightening and replacing worn traffic and River Park flowing with more to follow. street signs around the town. Citizens Comments Cindy Perry, resident of Somerset Landing: asked when will the regular trash days resume? Public' Works director James Mumford responded saying the department is currently training Henry Teagle, resident on Oak Street: concerned about people speeding on Oak Street. He mentioned there needs to be speed limit signs on the street. He is also concerned about people staying the night at Manokin River Park and there are people who loitering and littering in front Dale Parker, CROPA (Concerned Residents of Princess Anne): Asked for clarification about the Planning and Zoning commission staggered terms? 3 ata 5 year term and 2 ata2 2 year term? Town Manager Clayton Anderson responded yes that was correct President Gardner mentioned once the two-year term is completed it will turn into 5 years. Asked if the 700 calls from the police station are broken down into categories? Chief Wink responded that he could provide something. Asked is there aj job description for the part time hire who will be working the activities at the Somerset County Complex and UMES. Town Manager Clayton Anderson responded there is advertisement for the position yet until we receive an agreement from UMES along with the dates and times for the bowling alley and the movie theater. The town is also waiting for Somerset County to give dates and times for recreation. The part time person will just be a monitor at the recreation center and for the bowling alley and movie theater the person new hires and will notify when the regular trash days will resume. of Cheers. will bei taking the tickets. Carrie Samis, Main Street Manager: Informed residents and council that Princess Anne Main Street is one of the most diverse Main Streets. Encouraged everyone to visit Main Street. Commissioner Comments Commissioner Corbin: A resident complained about speeding by Earle Jordan Park. Commissioner Johnson: Received calls from truck drivers saying they were unable to park their trucks int town because there is no parking available here int town. Town Manager Clayton Anderson and members of the Board are still working on the rec center for the youth. Vice President Taylor: Would like to see more lights added by the new Royal Farms on Brittingham Lane. Add a stop sign near Somerset Commons. Commissioner Frederick: Some areas on the Main Street sidewalks need to be repaired. The drainage in Somerset Landing needs attention. There is supposed to be a retention pond there, but recently private developers had built new homes over where the pond should be. Thanked the town for having a strong relationship with UMES. President Gardner: Appreciates the town departments for the all the work they do.
