January 3rd, 2023, 6:30pm Garland Hayward Youth Center Present: President Joseph Gardner, Vice President Orlondo Taylor, Commissioner Shelley. Johnson (virtually), Commissioner Marshall Corbin, Commissioner Lionel Frederick, Town Manager Clayton Anderson, Chief of Police Robbie Wink, Public Works Supervisor Ty' White, Town Attorney Chris Smith (filli in for Paul Wilber) Callt to Order President Gardner called the meeting to order. All were in favor to accept the agenda II. Motion to Accept Agenda III. Motion to Accept January Minutes All commissioners accepted the. January minutes IV. Sanitary District Water Quality Presentation Earl Ludy and Anthony Stockus from Somerset County Sanitary district discussed the water quality in Princess Anne. Mr. Ludy explained to the council and residents that source water ist the issue because the water runs through the ground which causes a drinkability issue. He further explained that the Manokin Aquafer goes through a forest that has tannings. The Sanitary district flushes the water annually and flushed all the hydrants this year. They tested the water and there was no health risk reported but, this does not resolve the drinkability issue and the color. The Sanitary district had initiated a project for the removal of the tannings to address the color issue. The current stage of this project is the initial sampling has been done along with needing a cost and what treatment would be the most effective. By the end of the month, they should have a package together to send to MDE fori financing to be on track to design and build the removal oft the color and smell in the water. The treatment is highly cost effective and would lead to raising the cost of water usage. Mr. Ludy also mentioned the smell of the water can be from the hot water heaters in the residences. Commissioner Marshall Corbin questioned that smell of the water is coming from the hot water heaters and not the country's problem? Mr. Ludy responded saying chlorine kills the sulfur, but the hot water kills the chlorine. Suggests residence to flush their hot Josh Taylor from Davis, Bowen and Friedel stated that this has been ongoing process and in. January they will be reaching out to the state for funding. He also suggests letters water. from any HOAS willl be helpful as well. V. Motion to Censure President Gardner read the motion to censure Commissioner Lionel Frederick. The censure included violations to the Code of Conduct Commissioner Frederick violated during 2022. Commissioner Marshall Corbin motioned, Vice President Orlondo Taylor Commissioner Frederick stated he wanted to make a motion for all commissioners to be present before moving forward and he was unaware of the allegations against him. Commissioner Frederick also stated that he received a complaint from someone regarding sexual misconduct from the Town Manager. He also mentioned he requested Commissioner Frederick left the meeting and then returned to the meeting. second the motion. to! have meetings with the council about the last election. VI. Department Head Reports Public' Works Department Public Works collected 801 tons of garbage fori the month of December The Public Works department participated in the Christmas Parade. The department decorated the downtown street light poles and Election House to attract traffic. The department has cleaned off over 500 pounds of debris from storm drains during recent Public Works has patched 18 potholes and repaired the shoulder of roadways. It took six hours Public Works removed a fallen tree and removed a dead tree on Somerset Avenue. The department prepared downtown for the New Year'sactivities. Staff worked approximately rainstorms. of man hours. 8-man hours. Town Manager Report Princess Anne and Crisfield received a grant to share a Circuit Rider Staff attended ai follow up meeting for the ongoing feasibility study with UMES The town donated two boxes of toys to Lower Eastern Shore shelter. The town donated clothes and toys to the Dept. of Social Services Met with potential operators oft the Washington Inn Participated int the performance evaluation of Dr. Anderson Temporary Certificate of Occupancy issued to Royal Farms Nuisance Abatement Report for December 10 new cases investigated 6new Code Violation Warning Notices issued 9uniform civil citations issued a property on Beechwood 1vacant house boarded 2court cases,' verdicts in our favor and abatement waiting on court appeal to expire to demolish 1dangerous structure demolished after with owner 29v vehicles identified and tagged as disabled/inoperable or junk Police Department Report December 15t: Cpl Dize attended the monthly CAC investigators meeting 5th: Chief Wink attended the monthly town meeting 6th&7th: Cpl. Dize and Lt. Smith attended ICAT training at Wor Wic 14th: PAPD co-hosted the annual Winter Wonderland event at the civic center 15th. Officer Desmond Lake graduated from the Eastern Shore Criminal Justice Academy and has begun field training. 22nd: Lt. Smith attended the Recovery court staffing meeting and docket PAPDI handled 588 incidents in December. 3.7% of thei incidents remain open/under investigation while 96.3% are closed either by arrest, other or unfounded. PAPD issued 63 traffic citations and 248 warnings and 1 equipment repair order in December. 0 DUIS, Orobberies, 0 burglaries, 8 assaults, 66 emergency petitions, 171 thefts, Ooverdoses, 0r handgun seized and 8 motor vehicle collisions. Completed monthly local grant reports keepi their vehicles locked. Thefts from unlocked motor vehicles are continuing sO please encourage your constituents to Citizens Comments Cindy Perry, resident of Somerset Landing asked for an update about trash pickup. Town Manager Clayton Anderson responded that Public Works hired someone, and they are currently in training. There Donzella Johnson asked does she need a special license to run a cross connection? President Gardner will be a notice a week before notifying residents of regular trash pickup. responded saying that would be something the county could answer. Commissioner Comments Vice President Taylor: Hoped everyone had good holiday, looking forward for the New Year. Commissioner Corbin: Thanked everyone for coming out to the meeting. Commissioner Frederick: Wished everyone a New Year. Looking forward to the Washington Inn reopening soon. Thanked the Public' Works department for working the Muskrat Dive.
