PRESENTATION Mayoral Proclamation = "IfIWere a Mayor Contest Winner" Yodit Willet Mayor Becker read a Mayoral Proclamation recognizing Yodit Willet, a fourth-grade student from Runnymede Elementary, as a winner of the Maryland Municipal League's 2024 "IfI Were a Mayor Contest". PUBLIC HEARING Ordinance No. 2024-05 for Local Map Amendment LMA 24-01 Mayor Becker conducted a public hearing beginning at 7:07 p.m. on Ordinance No. 2024-05, for Local Map Amendment LMA 24-01, amending the Zoning Map to rezone Parcel F-1B of the Carroll County Department of Public Works Amended Plat of Parcels "F-1" & "C-1" (P.B. 54 PG. 248) from the I-R Industrial Restricted Zone to the B Business Zone. Mayor Becker asked if anyone wished to speak on Ordinance No. 2024-05. Director of Community Planning and Development Depo provided the highlights of proposed Ordinance 2024-05, and the process followed for Local Map Amendment LMA 24-01. Attorney Kelly Millerwith Shaffer, Miller, & Hurff, LLP spoke in support ofLocal Map Amendment LMA 24-01, and submitted information that was accepted into the record as Exhibit # 12 (Petitioner's Exhibit Packet for LMA 24-01). Mr. Jim Mathias, contractor for the site plan review spoke in support of LMA 24-01. There was no one else wishing to address the Mayor and Common Council on Ordinance No. 2024-05 for Local Map Amendment LMA 24-01. With no further comments, Mayor Becker closed the public hearing at 7:27 p.m. APPROVAL OF MINUTES Ar motion was made by Councimember Chiavacci and seconded by Councimember Hoff to approve the Mayor and Common Council Meeting minutes of May 13, 2024; the Mayor and Common Council Work Session of May 16, 2024; the Special Mayor and Common Council Meeting of May 20, 2024; the Mayor and Common Council Work Session of May 20, 2024; and the Mayor and Common Council Meeting of May 28, 2024. VOTE Councimember Hoff. NAYS: None. AYES: Councimember Chiavacci, Councilmember Dayhoff, Councimember Gilbert, and CONSENT CALENDAR An motion was made by Councimember Gilbert and seconded by Councilmember Dayhoff to approve the Consent Calendar, which consisted of the following: Approval of a Sole Source Contract with Tyler Technologies to extend the City's maintenance agreement for Eden in the amount of $72,658.89; Approval to Write-Off uncollectible business personal property tax accounts ini the amount $20,512.79; and the Approval of the Westminster City/County Agreement for FY25. VOTE Councimember Hoff. NAYS: None. AYES: Councimember Chiavacci, Councimember Dayhoff, Councimember Gilbert, and MCDANIEL COLLEGE UPDATE Ms. Erin Benevento, Chief of Staff with McDaniel College provided an update from McDaniel College and noted that upcoming activities scheduled to take place on McDaniel College campus during the Mayor Becker noted the many meetings and events she had attended since the last Mayor and Common Council meeting. Mayor Becker highlighted the well-attended dedication of the Raven Tree Councimember Dayhoff, on behalf of the Arts Council, noted that the Carroll Art Center has some exciting new programs and to go to the Arts Council's website for additional information. Council President Pecoraro, on behalf of the Finance Committee, noted the recently adopted FY25 Councimember Chiavacci on behalf of the Public Safety Committee, noted that on June 3, 2024, Chief Ledwell attended the quarterly Police Accountability Board Meeting where he presented information regarding Westminster Police Department (WPD) 20242nd Quarter statistics. Councilmember Chiavacci also noted that on June 6, 2024, members of the Westminster Police Department participated in a County-wide warrant arrest sweep with partner agencies resulting in the service or closure of 52 open arrest warrants. Councimember Chiavacci closed his report by reporting that on June 6, 2024, Chief Ledwell joined the Carroll County Chamber of Commerce staff to present a Public Safety Award to a member of the Carroll Hospital Center staff for their actions during a May 2023 incident at the hospital Councilmember Gilbert on behalf of the Public Works Committee, noted that the department has been working on the following projects: Arts in the Park event; Re-Stripping of City Building Parking Lots; and the Raven Tree Dedication event. Councimember Gilbert closed her report by noting the upcoming Hydrant Flushing Project and advised residents to check the City's website for additional details. Councimember Gilbert on behalf of the Recreation and Parks Committee, noted the well-attended Raven Tree Dedication held on Friday, June 7, 2024. Councilmember Gilbert also noted that this is the City's first public art dedication at the Wakefield Valley Park facility. Councimember Gilbert closed her report by noting that the City of Westminster's Beer and BBQ Stroll is scheduled for Saturday, June 15, summer months. Director of Finance Rodgers provided the staff report on the the Fiscal Year beginning July 1, 2023, and ending June 30, 2024 item. There was no discussion ont the item. VOTE Councimember Hoff. UNFINISHED BUSINESS AYES: Councimember Chiavacci, Councilmember Dayhoff, Councimember Gilbert, and There was no unfinished business to be discussed by the Mayor and Common Council. 3 NEW BUSINESS Motion to go into a Closed Meeting A motion was made by Councimember Chiavacci and seconded by Councimember Hoff to have the Common Council adjourn into a Closed Meeting at the conclusion of the Mayor and Common Council Meeting of June 10, 2024, in accordance with the General Provisions Article of the Annotated Code of Maryland, $3-305 (b)(7) "to consult with counsel to obtain legal advice". DEPARTMENTAL REPORTS City Administration AYES: Councimember Chiavacci, Councimember Dayhoff, Councimember Gilbert, and City Administrator Imhulse reported that the City Offices will be closed on Wednesday, June 19, 2024, for the Juneteenth Holiday, as well as Thursday, July 4, 2024, for the Independence Day Holiday. City Administrator Imhulse also noted as previously stated by Council President Pecoraro at the last meeting that the Mayor and Common Council would not meet on Monday, June 24, 2024, as members of the Common Council would be attending the Annual Maryland Municipal League Conference. City Administrator Imhulse closed her report by noting her attendance at the International Town and Gown Association (LITGA) Conference held in College Park, Maryland along with Erin Benevento, Chief of Staff for McDaniel College. Councimember Chiavacci thanked City Administrator Imhulse for fostering such a great relationship with McDaniel College. Recreation and Parks City Park. Technology Services Security Audit. Director of Recreation and Parks Gruber noted that the Westminster Pool will open on Wednesday, June 12, 2024. Director Gruber closed by providing a status update on the Pickle Ball Courts Project at Director of Technology Services Moore provided a status update on the City of Westminster's Cyber Community Planning and Development Meeting, sO no meetings were held. Director of Community Planning and Development Depo noted that there were no agenda items for the June 4, 2024, Board of Zoning Appeals Meeting or the June 5, 2024, Historic District Commission Director of Community Planning and Development Depo reported that on June 20, 2024, the Planning Introduce an Amendment to the Wakefield Valley Development Plan proposing to construct 25 single family detached dwellings on Parcel W, consisting of 38.29 acres, and dedicated Parcel X, consisting of 16.06 acres, to Carroll Lutheran Church. Director Depo noted that Parcel Wi is Review of McDaniel Overlook preliminary subdivision plan P-23-62, to construct 4 single family detached dwellings on a 1.27-acre lot located off Wyndtryst Drive, approximately 150 feet north and Zoning Commission is tentatively scheduled to: located northwest of the Durbin House. ofL Lower Field Circle, 4 Finance Director of Finance Rodgers noted that the Finance Department was preparing to close out FY24 Budget (June 30, 2024) and begin the FY25 Budget (July 1,2024). Westminster Police Department (WPD) Westminster Police Department. CITIZEN COMMENTS Mayor and Common Council. Chief of Police Ledwell provided an update on initiatives and projects being addressed by the Council President Pecoraro advised that residents may submit any comments to the following email address: comments@westminsternd.gov. He noted that all emails received would be shared with the Mr. Bernie Vogel, 42 West Main Street, addressed the Mayor and Common Council thanking them for great job with the many events downtown and the communication to the business community during Council President Pecoraro announced that the next meeting of the Mayor and Common Council would be on Monday, July 8, 2024, and the meeting will begin at 7:00 p.m. He adjourned the meeting at 8:15 the Main Street Water Replacement Project.
