Staff Present: Attorney Board, Director of Housing Services Brown, Senior Planner Gerhard, Director of Recreation and Parks Gruber, City Administrator Imhulse, Director of Human Resources Merritt, and STATEMENT FOR THE RECORD = CLOSED MEETING OF MONDAY,JUNE 10, 2024 Council President Pecoraro noted that in accordance with the General Provisions Article, Section 3- 306(c)(2) of the Annotated Code of Maryland, and without objection it is noted that the minutes of tonight's meeting reflect that Common Council met in a Closed Meeting on Monday, June 10, 2024, at 8:30 p.m. pursuant to General Provision Art., Section 3-305) (b)(7) to consult with counsel to obtain Captain Schuster. legal advice. The Closed Meeting adjourned at 9:02 p.m. PUBLIC HEARING Charter Amendment Resolution No. 24-01 Mayor Becker conducted a public hearing beginning at 7:02 p.m. on Charter Amendment Resolution No. 24-01 oft the Mayor and Common Council of the City of Westminster concerning the single subject, Enforcement", to amend the Charter of the City of Westminster, S 44, Enforcement of Ordinances" to provide for penalties commensurate with those authorized by State Law. Mayor Becker asked if anyone wished to speak on Charter Amendment Resolution No. 24-01. Seeing no one wishing to speak on Charter Amendment Resolution No. 24-01, Mayor Becker closed the public hearing at 7:04 p.m. Ms. Heidi Reigel, Associate Vice President of Constituent Engagement with McDaniel College provided an update from McDaniel College and noted activities welcoming new students and their families that MCDANIEL COLLEGE UPDATE are taking place at the McDaniel College campus during the summer months. 1 APPROVAL OF MINUTES Ar motion was made by Councilmember Dayhoff and seconded by Councimember Gilbert to approve the Mayor and Common Council Meeting minutes of June 10, 2024, and the Mayor and Common Council Work Session of. VOTE Councimember Hoff. NAYS: None. REPORT FROM MAYOR Mayor Becker noted the many meetings and events she had attended since the last Mayor and Common Council meeting. Mayor Becker highlighted her recent attendance at the 2024 Annual Councimember Dayhoff, on behalf of the Arts Council, noted that the Carroll Art Center has some exciting new programs and to go to the Arts Council's website for additional information. Maryland Municipal League Conference held in Ocean City, Maryland. REPORTS FROM COMMITTEES 2 Councilmember Chiavacci on behalf of the Public Safety Committee, noted the City of Westminster's Police Department response to an incident that occurred on Tuesday, July 2, 2024, at the Dick Sporting Councimember Gilbert, on behalf of the Public Works Committee, noted that the department has been working ont thet following projects: Arts int the Park event; Re-Stripping of City Building Parking Lots; and Councimember Gilbert on behalf oft the Recreation and Parks Committee, noted the recent kick-off of the 2024 Summer Camp Program and all thati is offered to our campers in the program. Councimember Gilbert noted the newly renovated City of Westminster's Pickle Ball Courts at City Park had opened. DEPARTMENTAL REPORTS Recreation and Parks City Administrator Imhulse noted a few staff members being absent from the meeting and thanked the Mayor and Common Council for allowing the staff to take vacations even during scheduled meetings. Director of Recreation and Parks Gruber provided an update on activities recently held and those activities that are scheduled to take place in July 2024 during Recreation and Parks Month. Director Gruber responded to questions posed by the Common Council on her report. 3 Human Resources posted. Housing Services Director of Human Resources Merritt noted the open positions at the City's Water Plant had been Director of Housing Service Brown noted the enforcement calls the department has been addressing. Community Planning and Development Senior Planner Gerhard gave the following report: OnJ July 2, 2024, the Board of Zoning Appeals Meeting heard Case 24-04. It was continued until On. July 10, 2024, the Historic District Commission is scheduled to meet to discuss a Tax Credit On. July 18, 2024, the Planning and Zoning Commission is tentatively scheduled to: their August 2024 meeting. Application for 12 Anchor Street. Introduce an Amendment to the Wakefield Valley Development Plan proposing to construct 25 single-family detached dwellings on Parcel W, consisting of 38.29 acres, and dedicated Parcel X, consisting of 16.06 acres, to Carroll Lutheran Church Review of McDaniel Overlook preliminary subdivision plan P-23-62, to construct 4 single family detached dwellings on a 1.27-acre lot located off Wyndtryst Drive, approximately Approval of Sign Permit 1959 for 1101 Business Parkway (MJO Services, Capital 150 feet north of Lower Field Circle Electric) Senior Planner Gerhard closed her report by noting the beneficial insect release is scheduled for Tuesday, July 16, 2024, at City Hall. Westminster Police Department (WPD) Captain Schuster provided an update on the department's operation plan for an upcoming event.
