COMMISSIONERS OF RIDGELY TOWN MEETING AUGUST! 5, 2013 The Commissioners of Ridgely met on the above date for the August 2013 meeting in the Ridgely House. The following were ina attendance: President Anthony Casey, Commissioner. John Buckle, Clerk-Treasurer Stephanie Berkey, Director of Public Works David Crist, Chief of Police Gary Manos, Assistant Clerk- Treasurer Melissa Leonard, Financial Assistant Gerald Sutton, Rick Schwab, Cathy Schwab, Joanne Shipley and. Jason Harvey. Commissioner. John Hurley was unable to attend the meeting. President Casey called the meeting to order and led the Pledge of Allegiance. Commissioner Buckle made a motion to approve the minutes of the July 1, 2013 minutes and the. July 26, 2013 Special Meeting for Resolution No. 2013-03, 2nd President Casey, approved. STAFF REPORTS CLERK-TREASURER Commissioner Buckle made a motion to approve paying the bills, 2nd President Casey, approved. Total General Funds Reconciled $399,693.30 Total Sewer Funds Reconciled - $170,921.84 Total Water Funds Reconciled - $125,352.38 DIRECTOR OF PUBLIC WORKS Director of Public Works David Crist presented his report to the Commissioners. All but 50 of the new water meters have been installed. The remaining 5 are a special size and have been ordered. The repaving of Maryland Avenue is in progress and the basketball courts at Martin Sutton Park have been repaved. The Commissioners were provided a copy oft the new Little League lease that is going to be presented to the League for review. It willl be an annual lease. The new skidloader and trailer have been purchased, we are awaiting delivery oft the bush hog attachment. Sue Simmons from County Parks & Rec is helping us with a grant for Martin Sutton Park improvements for FY15 funding. President Casey discussed that Caroline County Soccer contacted him about new goals and nets in the park. There wasa discussion as to alternative funding for that project. CHIEF OF POLICE Chief Gary Manos presented his report to the Commissioners. Traffic citations are up as are calls for service. We have a new police officer, Kenneth Carroll, who will be starting with us on August 16, 2013. Gerald Sutton discussed the preliminary audit which happened in. July and went very well. The primary audit will take place in early September. We are still looking to refinance the loans that we currently have to save money and need to meet with our attorney to discuss the proper ways to proceed witha FINANCIAL ASSISTANT tax exempt loan. TREE COMMISSION Joanne Shipley asked about the budgeted amount for tree commission. The budget is $2000. HISTORICAL SOCIETY Cathy Schwab discussed the train station roof. She will contact Breeding about the start date anda a gutter on the front. They would like to have a paint analysis done on the train station to determine the original colors of the building. It may cost up to $1500 and the grant money willl be used. The electric for the Railroad Park will be done int the next week. The benches from Victor Stanley will be picked up tomorrow. The caboose has been moved to the permanent location. OLD BUSINESS There was a discussion about 106 Maryland Avenue and the bamboo/grass that needs to be cut. There have been many complaints from the residents. Al letter from Cary Malkus has been sent. The courts will not let us dig out the bamboo. The health department has been contacted. The commissioners agreed tol have the trimming oft the bamboo and grass and anything that is encroaching on the yard on 10& 12 West First Street or other neighbors that have the vegetation extending in their yard done by the date ont the letter. NEW BUSINESS Monika Takala is requesting at tax credit for her property at 309 Central Avenue for work done to the property per our Ordinance No. 218. She is updating the façade of her house. The process was discussed. Commissioner Buckle made a motion to approve allowing Monika Takala to apply for the tax credit once the work has been completed, following the guidelines specified in Ordinance No. 218, 2nd MDIA fees have increased. Our fees have not been updated since 2009. A discussion followed. We would like to have a minimum $25 permit fee. Planning and Zoning will meet to discuss appropriate rates and an ordinance will be prepared with the new rates, to be introduced at al later meeting. The town's former attorney, Jack Hall, retired in December. Charles MacLeod from Funk & Bolton has been helping the town and has submitted ai formal request to be our attorney. After reviewing the proposal President Casey made a motion to accept the proposal from Charles MacLeod of Funk & Bolton President Casey, approved. to be the town's attorney, 2nd Commissioner Buckle. Approved. Cathy Schwab thanked Melissa for her help updating the town website. PUBLIC COMMENT Commissioner Buckle discussed the possibility of having the water tower painted. We are in the process of getting quotes for the painting and hope to have in painted in the near future. The meeting was adjourned at 7:46pm. Davis funeral on the 7th ofJuly. Sergeant Davis was well liked and a friend oft the Ridgely Police Department. The department assisted with traffic direction in Denton. We also received several compliments on our uniforms. Chief Manos attended the Caroline County Task Force Meeting. The Task Force will be assisting the Ridgely Police Department with a saturation patrol in the near future. Ifyou have a Drug Tip that you would like to pass on to the task force you can call the Ridgely Police and leave the tip anonymous or we can put youi in-touch with the Task Force. Chief Manos and Sergeant Creason accompanied Commissioner Casey to the Ridgely Volunteer Fire Department's music festival after action/ / debriefing discussion. All members of the Police Department attended training this month. The training session was very informative. Some ofthe topics covered included dealing with people affected by Autism, Sexual Assaults, and Identity Theft. Just a reminder that the kids will be heading back to school at the end oft the month.
