COMMISSIONERS OF RIDGELY TOWN MEETING NOVEMBER4, 2013 The Commissioners ofRidgely met for thel November 2013 Town Meeting on the above date in the Ridgely House. The following were in attendance: President Anthony Casey, Commissioner John Hurley, Commissioner L. John Buckle, Clerk-Treasurer Stephanie Berkey, Director of Public Works David Crist, ChiefofPolice Gary Manos, Financial Assistant Gerald Sutton, Rick and Cathy Schwab, Dustin Holt, and Brenda Walls. President Casey opened the meeting with the Pledge of Allegiance. Commissioner Hurley made a motion to approve the minutes from the October 7, 2013 meeting, 2nd Commissioner Buckle, approved. STAFF REPORTS CLERK-TREASURER approved. Commissioner Buckle made ai motion to approve paying the bills, 2nd Commissioner Hurley, Total General Funds Reconciled $391,358.23, Total Sewer Funds Reconciled $120,048.11,Total Water Funds Reconciled $122,181.48. DIRECTOR OF PUBLIC WORKS Director ofPublic Works David Crist presented his report to the Commissioners. Purchase Order #2348 was submitted to the Commissioners regarding the push broom, gutter brush and sweeper attachment for the bobcat from Burke Equipment. Commissioner Hurley made a motion to approve purchase order #2348, 2nd Commissioner Buckle, approved. There was a discussion about the bulk pick-up policy. CHIEF OF POLICE ChiefManos submitted his report to the Commissioners. 2 part-time officers have been selected. The new police vehicle is here and ready for use. Cpl. Ewing and Officer Collison are attending bomb training in New Mexico this week. Itis paid for by the Federal Government. FINANCIAL ASSISTANT Gerald Sutton discussed the outcome oft the audit. It was very positive and we are no longer have a deficit. We are in the process ofrevising the budget and a capital budget. Replacing sewer lines and repairs to the water tower were discussed. HISTORICAL SOCIETY Cathy Schwab showed the commissioners what the annual Christmas ornament will look like. It Brenda Walls and Cathy discussed their plans for Christmas on Belle Street. It will be on December 13th from 5-7pm at the Telephone Exchange Building. They would need to block off right in front ofthe pharmacy. The money raised will go to a needy family. will be oft the Rob Roy in honor ofMiss Elsie Ebling. OLD BUSINESS There was no old business NEW BUSINESS The Commissioners discussed the request from the CEDC for a donation. Commissioner Hurley made a motion to donate $4,500 to the CEDC, 2nd Commissioner Buckle, approved. The Caroline County Humane Society needs a location to hold their monthly meetings beginning in. January. They would like to use thet town hall. The Commissioners agreed to let them use the Our accounting software, Accufund, is having online training for their new modules and Melissa Leonard would like to do the training. Commissioner Hurley made a motion to approve the town hall as long as it does not conflict with town business. training, 2nd Commmissioner Buckle approved. PUBLIC COMMENT Brenda Walls thanked everyone that helped out with the car show. The Petty family was very appreciative. They raised $30,000. President Casey thanked Brenda for hosting the event. The course of instruction was offer by FEMA and held at New Mexico Tech, in Socurro, New Mexico. The training was very informative and intense. Students were ablet to view and handle the explosives. This was not al Bomb Technician School. This school instructed students on the proper response to Bomb Threats ie.. Pipe Bombs, Improvised Explosive Devices ect. and the safest way to evacuate the scene ofal bombing. Instruction was also gained on structure safety after the blast and proper search and rescue techniques. There was no cost for this training. During the month ChiefManos responded to a residence on Sunrise Avenue. A family member who had been cleaning the residence had discovered al box ofb blasting caps. ChiefN Manos recognized the box to contain 15 blasting caps from the training that he just recently received. The area was cleared and the State of Maryland Fire Marshal's Office was notified. The blasting caps were disposed ofby the State Fire Marshal's Office Marshal. Wel have selected two candidates for the part-time police officer positions. Both candidates are recently retired police officers. The candidates must complete aj polygraph examination, psychological examination, drug test, financial examination, finger print examination, criminal records check, background investigation, 18 hours ofin- service training hours and weapons qualification. We are hoping to have the officers available by December Ist. We did not have any issues with the enormous amount of people that visited the town for Trick or Treat.
