COMMISSIONERS OF RIDGELY DECEMBER 2, 2013 TOWN MEETING The Commissioners of Ridgely met on the above date for the December 2013 meeting in the Ridgely House. The following were in attendance: President Anthony Casey, Commissioner John Hurley, Commissioner L. John Buckle, Clerk-Treasurer Stephanie Berkey, Director of Public Works David Crist, ChiefofPolice Gary Manos, Rick & Cathy Schwab. Commissioner Buckle made a motion to approve the minutes from the November 4, 2013 meeting, 2nd Commissioner Hurley, approved. STAFF REPORTS CLERK-TREASURER approved. Commissioner Buckle made a motion to approve paying the bills, 2nd Commissioner Hurley, Total General Funds Reconciled: $640,958.30 Total Water Funds Reconciled: $137,582.68 Total Sewer Funds Reconciled: $164,416.68 The deadline to file for candidacy in the 2014 election will fall on Good Friday and the town hall will be closed. Our attorney has indicated that we can move the date ofthis particular election's date to file for candidacy to the following Monday by a vote at an open meeting. Commissioner Buckle made a motion to move the date to file for candidacy ofthe 2014 election to April 21, Purnell Shortall has requested that his late charges for this water bill dated September 30, 2013 2014, 2nd Commissioner Hurley 2nd, approved. be abated. The Commissioners discussed and declined his request. DIRECTOR OF PUBLIC WORKS Director of Public Works David Crist presented his report to the Commissioners. Cathy Schwab asked David to look at the fence post in the rails to trails. There is a tree that There was a discussion regarding fixing the valve on the water tank. The sidewalks at 501 Central Avenue are going to be repaired. The tree will come down and the DNR permits will be applied for. DNR declares a tree dead lifthe roots are cut and they will David presented information to the Commissioners regarding bulk trash pick-up. The $37.50 currently charged is not covering the costs. He is anticipating that we will be losing money on bulk pick-up. Options were presented, including what the other towns in the area do and charge. There was a discussion of purchasing a chipper to help with the brush and then be able to give the mulch to the residents. David will proceed with getting prices for chippers and Stephanie needs to be trimmed by the telephone exchange. need to be cut to fix the sidewalk problem. will look into possible green initiative grants. Public Works is still working on leaf pick-up. CHIEF OF POLICE ChiefGary Manos presented his report to the Commissioners. Maryland Police Training Commission did not get back to us in time and the new officers are. not able to be sworn in this evening. Coverage ofthe upcoming holiday events was discussed. There was a discussion about what happens when cars are seized by the police and being able to assess a fee. An Cathy Schwab requested some ofthe barricades for the Christmas on Belle Street Event. Commissioner Hurley thanked the Police & President Casey for delivering the Thanksgiving ordinance would need to be prepared to assess a fee. meals in Ridgely. FINANCIAL ASSISTANT in this revision have benefited the town. HISTORICAL SOCIETY Jerry Sutton discussed the budget revision and how the process has improved. The adjustments The town agreed to purchase 60 Christmas ornaments at $2 each. Decorating for Christmas on Belle Street will begin this week. Cathy thanked David, Stephanie & Jerry for attending the grant meeting in Baltimore. Cathy Schwab spoke about the $297,000 grant from State Highway. Cathy asked permission to start the bidding process and determining the preliminary costs that include an architect. Commissioner Buckle made a motion to approve 2nd Commissioner Hurley, approved. The Christmas light display contest judging will be December 20th. OLD BUSINESS There was no old business. NEW BUSINESS President Casey introduced Ordinance No. 2013-361 an ordinance to re-appropriate funds and adjust revenue estimates in accordance with events that necessitate changes in the budget adopted for fiscal year beginning July 1,2 2013 and ending June 30, 2014. There was a discussion about the Dream City Music Festival. The fire company is planning the event for June 21, 2014. They have made several requests which were discussed. ChiefManos will attend the meeting they are planning to discuss the event. There was a discussion about how We are meeting with PNC Bank on December 30th at 9:00 to discuss the Ridgely Bank closing. many officers would be needed to cover the event and potential issues. PUBLIC COMMENT Chuck & Brenda Walls would like to be on the agenda for the January meeting to discuss the car show. Police Report November 2013 -90 YTD-1145 Last Year-811 Total Calls For Service Investigations -18 Assist Other Departments -12 Patrol / Premises Checks -40 Traffic Violations Arrests YTD -87 -122 Corporal Ewing and Officer Collison attended the Incident Response to Terrorist Bombing School. The course ofinstruction was offered by FEMA and held in New Mexico. This was the same training that Sergeant Creason and myselfattended in October. There was no charge for this training. Sergeant Creason attended the Maryland Police Training Academy's Sniper School. Sergeant Creason passed the course with a score of 100%. The Department arrested a drug dealer at the Tuckahoe Apartment complex. The defendant faces drug and gun charges as a result of our investigation. A sizable amount ofHeroin was seized. A search and seizure warrant was also executed on the defendant by the Ridgely Police Department. The Police Department has another arrest warrant for a co-defendant as a result ofthis investigation. The process for the new officers is going well. Both completed 18 hours of mandated training during the month. We are now waiting for the Maryland Police Training Commission to finalize required paperwork. Should take approximately 10 business days. On Thanksgiving morning members ofthe Caroline County law enforcement community gathered and distribute thanksgiving dinners. As in the past we have made this a family event for the officers in our department and the town commissioners. This year we were assisted by members ofthe Ridgely Volunteer Fire Company.
