COMMISSIONERS OF RIDGELY JUNE 5, 2017 TOWN MEETING The Commissioners of Ridgely met on the above date at 7:00 pm in the Town Hall for the June 2017 town meeting. The following were in attendance: President John Hurley, Commissioner Leonard John Buckle, Commissioner Anthony Casey, Clerk-Treasurer Stephanie Berkey, Director of Public Works David Crist, Chief of Police Gary Manos, Assistant Clerk-Treasurer Melissa Leonard, Sgt. Gordon Geesey, Lauren Good KCI Technologies, Mike Redgraves, Ken Groves, Rick Schwab, Cathy Schwab, Joe Anderson, Debrah Fuentes, David Bailey, Catonya Wilson, Bunny Irby, Lyle Davis, Teri Hinch, Rob & Jan McQuade, Kathleen Mann, Gary Nesselroad, Sandra Pitts, Lori Moody, Eric Kellner, Christine Eckrich, Garnette Hines, Ella Hines, Iris Hines, Don Purdy, Jr., Damian & Gina Kerstetter, Norma Pinkney, Greg Nesselroad and Steve Moody. President Hurley opened the meeting with the Pledge of Allegiance. Commissioner Buckle made a motion to approve the minutes from the May 1, 2017 town meeting, 2nd Commissioner Casey, approved. STAFF REPORTS CLERK-TREASURER approved. Commissioner Buckle made a motion to approve bills, 2nd Commissioner Casey, Total General Funds Reconciled $248,121.92 Total Sewer Funds Reconciled $484,048.34 Total Water Funds Reconciled $293,106.71 DIRECTOR OF PUBLIC WORKS Director of Public Works David Crist presented his reports to the Commissioners. There was a discussion for creating a fee for sending out a water meter for testing. Administration recommended that the fee be $300.00 to cover all of the expenses. Commissioner Buckle made a motion to proceed with the Ordinance, 2nd Commissioner Casey, all in favor. CHIEF OF POLICE off without any issues. FINANCIAL ASSISTANT Not present. RVFD Chief Gary Manos presented his report to the Commissioners. Strawberry Festival went Chief Kellner addressed the Commissioners. They had 12 calls for service last month. They are moved into the new station and have had their awards banquets and assisted with several community functions. The Commissioners thanked them for all of their help with the recent events. HISTORICAL SOCIETY Cathy Schwab told the Commissioners about the September 23rd event to celebrate the town's 150th birthday. Cathy thanked the town for their involvement with the event. Volunteers are still needed. August 3rd at 6:00 pm in the town hall is the next meeting. Commissioner Buckle made a motion to approve Ordinance No. 2017-377 the FY18 OLD BUSINESS Budget Ordinance, 2nd Commissioner Casey, unanimous approval. NEW BUSINESS Lauren Good from KCI Technologies presented the Rural Maryland Prosperity Investment Fund Application to the Commissioners. Ita applies for grant funding to do GIS mapping for the town water/sewer system. She requested approval to proceed with submittal for the grant application. It requires a 75% match. Commissioner Buckle 106 Maryland Avenue - the work to tear down the house and shed and remove the bamboo has been completed. There was a discussion on how to proceed with the property. The Commissioners would like to have the property go up for bid with a minimum bid starting at $70,000. We will contact the town attorney to discuss protocol The flag garden is completed. The Commissioners discussed the sign that is to be installed on the wall. Commissioner Buckle made a motion to accept the bid from Planning and Zoning has made a recommendation to approve the rezoning request for 503 Maple Avenue. Commissioner Buckle made a motion to approve the request, 2nd There was a discussion on the sidewalk/tree issue in Lister Estates. Ken Groves addressed the commissioners. There are 7 major problems that he would like to see addressed for the sidewalks. David explained his discoveries from examining the trees. Ken agreed that the Sycamores should come out. A lengthy discussion followed. There were many views expressed in favor of both saving the trees and cutting down the trees. David Crist suggested making a mortar ramp on the sidewalks that are damaged and removing the trees that a homeowner specifically requests. Adiscussion about removing all of the sycamores ensued. Commissioner Buckle made a motion to remove the 7 trees that are of major concern, but with written consent from the homeowner, sidewalks will be determined by the Director of Public Works on how to fix, any other homeowner that would like a tree removed needs to request it in writing, 2nd President made a motion to proceed, 2nd Commissioner Casey all in favor. and how to proceed. Shore Sign, 2nd Commissioner Casey all in favor. Commissioner Casey, approved. 2 Hurley, all in favor. This will be an ongoing issue, not only in Lister Estates, that will need to be addressed. PUBLIC COMMENT Mike Redgrave of the Ridgely Lions thanked the town commissioners and staff for all of their help for the Strawberry Festival. More than 10 non-profit groups were able to use Ken Roberts of 205 Central Avenue requested in writing that he be allowed to use his metal detector at 106 Maryland Avenue. The Commissioners denied his request. Gary Nesselroad 4 Lister Lane requested in writing that he be allowed to put a pool in the 25 foot easement on his property. The County manages our stormwater management. They will have to be contacted. Melissa will reach out to them. the festival for fundraisers. The meeting was adjourned at 7:57 pm.
