For the record the meeting place and time were duly posted as required. MEMBERS IN ATTENDANCE: Mayor Travis Marion, Vice Mayor George Walker, Commissioners. Authenreath, and Warnick. (See Executive Session Report.) 1 July 14, 2015 Town Meeting Minutes IN THE MATTER OF PUBLIC PRESENTATIONS: Mayor Travis Marion reported that the Town is partnering with the National Center for Missing and Exploited Children to designate. July as Stranger Danger Month. Flyers are available in the lobby and social media willl be used to give parental guidance for suggestions and conversations with the children. IN' THE MATTER OF BUSINESS MEETING ITEMS: Electrical Inspection Agency Contract - Commissioner. Allen Authenreath reviewed an: agreement for consideration between the Town of Rising Sun and' Walter Grainger Jr. of Bay Area Inspection Agency. Bay Area will be engaged as a third-party company to conduct electrical inspections on behalf of the Town of Rising Sun with oversight by Town Administrator Bonenberger as Code Enforcement Officer. This partnership will clarify and streamline the process as well as ensure that zoning and: safety issues are followed. Motion was made by Commissioner Authenreath to enter into this agreement with Bay Area Inspection Agency. Motion was seconded by Commissioner Warnick. Motion carried 3-0. Resolution 2015-06- = Sustainable Community Designation - Mayor Marion described the process the Town has taken to acquire the Sustainable Community Designation which will open doors for grants and low interest loans for the Town and businesses. Mayor Marion read Resolution 2015-06 in the record. Motion was made by Commissioner Warnick and seconded by Commissioner Authenreath. Motion carried 3-0. Town Administrator Bonenberger reminded the Board that the Sustainable Community Designation was originally listed as a deliverable in the previously issued Request for Proposal. Responses included estimates as high as $40,000 to complete this plan. The Department of Community Housing and Development and Maryland Department of Planning graciously stepped forward to accomplish this designation at no charge to the Towh. University of Maryland students contributed lots of work hours to prepare the documentation. IN THE MATTER OF CITIZENS' INPUT: Some comments were shared and action items were. so noted. IN THE MATTER OF STAFF REPORTS: Chief Peterson reported 177 calls for the period of. June 301 through. July 14th, a significant decrease from the usual 300 or sO calls. One exceptional call resulted from Officer Stickney making a routine traffic stop for seat belt and taillight violations when he discovered: a mobile meth lab in the vehicle-the first mobile meth labi ini the County to the Chief's knowledge. IN THE MATTER OF THE MAYOR'S REPORT: Along with Commissioner Walker, the Mayor attended the Maryland Municipal League in Ocean City, enjoying classes that included Sustainable Community Designation and Community Policing. IN THE MATTER OF OLD BUSINESS: Regarding the 2015/2016 Budget approved at the. June 29th Special Meeting and Commissioner Walker's absence at that meeting, Commissioner Walker objected to the Detective Sergeant position as described in The Herald. Commissioner Walker made a motion to remove the Detective Sergeant position from the budget and assign those funds to the reserve fund. Motion was seconded by Commissioner Warnick to allow for further discussion. After clarification of the wording featured in The Herald and acknowledging that more thorough research will be conducted fori this position, Commissioner Walker withdrew Commissioner Walker expressed his second concern regarding raises for staff and referenced an email regarding his suggestions. With the approved 2015/2016 budget as a roadmap, Town. Administrator Bonenberger explained that no changes have been made to the payroll. While the approved budget accounts fori increasest to the payroll, suchi increase is for a cost of living to offset the higher costs of the new health insurance.
