Town of Rising Sun September 22, 2015 Le Mayor & Commissioners Town Meeting Minutes Let it be remembered that the Mayor and Board of Commissioners of the Town of Rising Sun, held a Town Meeting on the 3rd floor of the Town Hall on Tuesday evening, September 22, 2015 at 7:00 PM. For the record the meeting place and time were duly posted as required. MEMBERS IN ATTENDANCE: Mayor Travis Marion, Commissioners. Authenreath, Scully and' Warnick. MEMBERS ABSENT: None. IN THE MATTER OF CALLING THE MEETING TO ORDER: The meeting was called to order at 7:00 PMI by Mayor IN THE MATTER OF APPROVAL OF MINUTES: Motion was made by Commissioner Scully and seconded by Commissioner Warnick to approve the Minutes of September 8, 2015. IN THE MATTER OF STAFF REPORTS: Chief Peterson: Canine unit and helicopter: support hovering around Maple Heights last evening. State Police tactics have priorities that include officers' safety that precludes intervention of the general public. Often the situation does not lend well to timely notice to residents. Int this case, there wasi no present danger. With the exception of the State Police, Cecil County has transitioned to the new computerized reporting system that allows for consistency with reporting. 1 Bs September 22, 2015 Town Meeting Minutes Mayor's Report: Attended Cecil County Sheriff's Department's "Thank: a Cop" dayi in Charlestown. Donate Life Month - donation forms are located in the lobby. Received Certificate from University of Maryland: for completing course work for the Academy for Excellence inl Local Governance. Spooktacular is planned for October 24 with openings for vendor participation. Historical Preservation Commission: Civil' War Reenactment is scheduled for October 3rd-5th, with plans to accommodate 200-300: school students visiting the soldiers at various stations on Friday morning. The Reenactments are: scheduled for Saturday around 1 PM: and again on Sunday at 2 PM. The Town's planned road restoration program includes a color triage on the condition oft the Sewer Update: With various obstacles that have included court challenges, the USDA review process, designobjections, etc. the completion oft the: sewer planti is a monumental accomplishment. After repeated updates over the years to Cecil Bank, the Town considers it most unfortunate that Cecil Banki is not honoring the letters of credit. Valley View parking spaces -a vendor has been secured to re-line parking spaces next week over two days. Residents will be asked to move to other sections as work progresses. Ryan Drive - bids are going out Friday with the advertisement on' Wednesdayt to rebuild the road base; KCI will handle the bid packets (estimated due date of 10/8), review and make a recommendation. Expected completion oft this project is near Thanksgiving for $300,000. The work will involve the intersection of Sunrise Circlet to the cul-de-sac. thet treated water. provides adequate evaporation. Mayor Marion interjected comments of appreciation for Commissioner Scully's service and disappointment that Howard Bank has taken the position to not permit her to runi in this election. Additionally, the Mayor encouraged the commissioner candidates to ask questions and become acquainted with current board members. Scully: Thank you to the Mayor for his kind words. Commissioner. Scully plans to be available to offer helpi in the future. Warnick: RSArts Council had large turnout fori most recent Saturday with artist Tim Jackson and Tricia Jetson.
