Town of Rising Sun October 27, 2015 Commissioners s Mayor & Town Meeting Minutes Let it be remembered that the Mayor and Board of Commissioners of the Town of Rising Sun, held a Town Meeting on the 3rd floor of the Town Hall on Tuesday evening, October 27, 2015 at 7:00 PM. For the record the meeting place and time were duly posted as required. MEMBERS IN ATTENDANCE: Mayor Travis Marion, Vice Mayor Authenreath and Commissioners Scully and Warnick. MEMBERS ABSENT: None. STAFF/CONSULTANTS PRESENT: Town Administrator Calvin A. Bonenberger, Jr., and Town Clerk Marsha. J. Spencer. IN THE MATTER OF CALLING THE MEETING TO ORDER: The meeting was called to order at 7:00 PM by Mayor Marion and followed by the. Pledge of Allegiance and prayer. INTHE MATTER OF APPROVAL OF MINUTES: Motion was made by Commissioner Warnick and seconded by Commissioner Authenreath to approve the Minutes of October 13, 2015 as corrected. Motion carried 3-0. IN THE MATTER OF REPORTING OF EXECUTIVE SESSIONS: None. IN" THE MATTER OF BUSINESS MEETING ITEMS: Town Election Results: As a result of the October 19th Town Election, Town Administrator Bonenberger reported on the two commissioner positions awarded to Brian Leishear and Joe Shephard. Arrangements are being made with the Clerk of Courts for swearing in at the November 10th meeting. Mayor Marion formally welcomed Brian and Joe. Recommendation to Appointment to the Town Planning Commission: Commissioner Authenreath reported that this appointment will be ready for announcement at the next meeting. 1 October 27, 2015 Town Meeting Minutes e Appointment to Town Ethics Board - Commissioner Warnick reported that Deborah Craig had made inquiries and. expressed interest in joining the Town Ethics Board. Motion was made by Commissioner Warnick and seconded: by Commissioner Authenreath to approve the appointment of Deborah Craig to Notification of Vacancy on the Board of Appeals - Mayor Marion noted that Brian Leishear will be resigning from the Board of Appeals to serve on the Board of Commissioners. Consideration of Ordinance 2015-01 Elected Official Conduct, Duties, Personnel Manuals and Policies Commissioner. Scully read the highlighted changes made ini the last two weeks. Motion was made by Commissioner. Scully and seconded by Commissioner Warnick to adopt Ordinance 2015-01. After some discussion of Section C1, regarding Mayor Marion's use of "Office of the Mayor" letterhead, Commissioner Scully and Town Administrator Bonenberger clarified the symbolic gesture of such: letterhead for schools and other community events. The intent would clearly not bei in violation and as Consideration of Resolution 2015-09 Stipend for Elected Officials - Commissioner Authenreath read Resolution 2015-09 into the record. Where the Town Code: states that the Mayor and Commissioners receive compensation for attendance at meetings, this Resolution will allow for easier tracking, such would not result in a fine. Motion carried 3-0. compensation, accounting, and auditing. Town Administrator Bonenberger shared a spreadsheet with a range from 2009 tot the current fiscal year representing experience with pay for the Town's elected officials. Selecting $325/quarter fori the Mayor's stipend and $275/quarter for the Commissioners stipend, these figures are in line with recent experience. By making this change through a Resolution, the elected officials cannot raise or lower their compensation during their term of service, yet the policy is set for the incoming new commissioners. Therefore, Mayor Marion and Commissioners Authenreath and Warnick will continue tor receive the stipend of $20/meeting. Commissioners-elect Shephard and Leishear will receive the $275/quarter. Commissioner Authenreath made a motion to adopt Resolution 2015-09. Motion was seconded by Commissioner Scully and carried 3-0. SF October 27, 2015 Town Meeting Minutes Disposition of Public Works Vehicte-Commisioner Warnick summarized the status of the bad condition of al Public Works' truck. Contractor. James Meadows is interested in purchasing this now inoperable vehicle for $1,500 for spare parts. Commissioner Warnick made a motion to move forward with this transaction. Motion was seconded by Commissioner Authenreath and motion carried 3-0. INT THE MATTER OF CITIZENS INPUT: Comments were taken and action items noted by respective commissioners. IN THE MATTER OF STAFF REPORTS: Chief Peterson: From October 13 through October 27, the Police Department responded to 334 Calls for Service, participated in 16 hours of training, 12 hours for the Town's election, and 18 hours at After formally being shut off for lack of payment, one town resident reconnected their water service on their own. Commissioner Scully With this being the last meeting of her term, Commissioner Scully thanked citizens and colleagues for welcoming her in this position over the last fourteen months.
