Chairperson Urbina guided the conversation on the New Carrollton Littles Committee, which aims to involve parents of children under five years old in ordert to foster a sense ofcommunity Councilmembers and the Mayor offered their opinions. 5. ORDINANCE: 24-04 PROHIBITINGSMOKE ON PUBLICPLACES Chairperson Urbina guided the discussion on prohibiting smoke on public places was facilitated by Chairperson Urbina. In addition, it was discussed that the ordinance must be carried out ona specific Chapter ofthe City's Code, who will enforce it and specific violation fees. Councilmembers and the Mayor offered their opinions. 6. DISCUSSION: RESOLUTION: 24-03: A RESOLITIONTOADOFT AND ALLOCATE City Administrator Jones Oden and Mayor Katrina Dodro led the discussion and announced that the City ofl New Carrollton was awarded $ 70,000., form thel National Fitness Campaign and that the Resolution seeks to adopt and allocate funds for an outdoor fitness court, as part ofthe 2024 FUNDS ASPARTOF THE 2024 NATIONAL FITNESS CAMPAIGN National Fitness Campaign. Councilmembers and the Mayor offered their opinions. 7. EMERGENCYORDINANCEZAVE Chair Urbina discussed the Emergency Ordinance oft the City ofl New Carrollton to Amend the Adopted Budget for the Fiscal Year Beginning July 1,2023 and Ending June 30, 2024 as Embodied in Ordinance 23-02, to Provide for the Acquisition of Fitness Equipment to Facilitate Implementing the National Fitness Campaign at Beckett Field and Police Park; and to Appropriate the Additional Funds Needed to Acquire the Fitness Equipment Designated for Health & Wellness Fund in the amount not to exceed $300,000.00. 8. January 3,2024 and the Council Workshop and Legislative Meeting of January 17, 2024. Councilmember Rosenberg seconded. The motion passed 4-0-0. OLD BUSINESS 1. APPROVE THE PURCHASE OF BODY-WORN AND IN-CARCAMERA SYSTEM Chairperson Urbina moved that the City Council of the City of New Carrollton approve the purchase ofl Police Body-Worn Cameras and In-Car Cameras, a complete network system. The purchase must be made no later than July 1,2 2024, and it should not exceed the amount of $286,670.00. There was a discussion. Councilmember Rosenberg seconded. The motion passed 3-0-1. 2. RESOLUTION2402 SOCIAL MEDIA POLICY Councilmember Lashley moved that the City Council of the City of New Carrollton adopt a Social Media Policy that employs social media platforms to connect with residents, distribute important information, and highlight updates, community programs, municipal government details and emergency notifications related to the City. Councilmember Rosenberg seconded. The motion passed 4-0-0. 5. Ordinance 24-01A Amending Ordinance 24-01 Chapter 12 Ethics Councilmember Hussey moved that the City Council of the City ofl New Carrollton adopt Ordinance 24:01A, Amending Ordinance 24-01 Chapter 121 Ethics as embodied in Ordinance 24-01 and amended by Ordinance 24-01A, to reflect the following: (2). An interest held, at any time during the applicable period, by: (a). A business entity in which the individual held a (10)% or greater interest; (b). A business entity described in item (a) of this subsection in which the business entity held (c). A business entity described in item (b) oft this subsection in which the business entity held (d) A business entity in which the individual directly or indirectly, though an interest. 6. APPROVE THE MARKETING AGREEMENT WITH SERVICE! LINE a 25% or greater interest; a 50% or greater interest; and Councilmember Rosenberg seconded. The motion passed 4-0-0. NEW BUSINESS 7.1 RESOLUTION 24-03: A RESOLUTION TO ADOPT AND ALLOCATE FUNDS AS Councilmember Rosenberg moved that the City Council of the City of New Carrollton Adopt Resolution 24-03 to Allocate Funds as Part of the 2024 National Fitness Campaign. PART OF THE 2024 NATIONAL FITNESS CAMPAIGN (NFC) Councilmember Lashley seconded.
