MINUTES OF THE COUNCIL WORKSHOP AND SPECIAL LEGISLATIVE MEETING - MARCH 6, 2024 CITYOFNEWCARROLLTON MINUTES Called to order at 7:03 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, David Lai, Duane Rosenberg and Lincoln Lashley, (Councilmember Ryan Hussey was absent). Also present were Mayor Katrina R. Dodro, City Administrator Jenese Jones Oden, ACAO Maisha Williams, ChiefofPolice David G, Rice, IT Director Andrew Facey and Araceli Guzman-Benitez. 1. PUBLIC COMMENTS: NONE 2. PRESENTATIONE ANNUAL AUDIT AND FINANCIALSTATEMENTS Robert Diss - President - Lindsey + Associates, LLC led the discussion on annual audits and financial statements: Book audit - June 30 FY2023 Clean opinion letter provided Equity increase of2.6 million Related income statement p.17 increase equity by 3.5 million P.30 General fund and expenditures with ARPA fund Deposits & investments money invested in MLGIP: 19 million $335,000 added, depreciation $536 Long-term obligations Capital assets defined as anything that $2,500, with a useful life of three years The Mayor and Councilmembers asked questions and gave input. 3. PRESENTATION: HOUSEHOLD IMPROVEMENT ASSISTANCE PROGRAM. AND MORTGAGE. RENTAL, AND UTILITY ASSISTANCE PROGRAM Thomas Himler ofThomas Michael LLC, led the discussion on household improvements, Mortgage rental assistance program 48 application reviewed (interview: staff). Excel tracking system shared (utility program received 159 applications). Utility companies covered Pepco, Washington Gas, WSSC, & Verizon. Income requirement was not reported on some applications. The city did not provide written communication to applicants. Periodic updates were not provided to the City Council. mortgage rental, and utility assistance program: Mortgage or rental assistance at some point exceeded above the $5,000 approved by Home Improvement program tracking files to reflect 59 household applications. Time of reviewed had closed out 35 application, 14 ongoing open applications, and three were rejected because of exceeding household income, and seven applications Forty-nine households were awarded to total 1.13 million dollars over budget. $233,000 exceeded the approval budget for the home improvement funding, it was suggested that a budget should not be exceeded without proper authority, however the the council. not reviewed due to closure oft the program. city addressed it. 21 MINUTES OF THE COUNCIL WORKSHOP AND SPECIAL LEGISLATIVE MEETING - MARCH 6. 2024 Four applications received payment but found that there were missing notice to proceed or grant agreement by either the City or the applicant. Five applicants received payment that were ineligible uses to the set type of impartments set by the city. Total $124,600. The city should have revised the guidelines. The city did not conduct inspections of those projects. Liens were not processed on properties. Letters of approval were not provided to applicants. The Councilmembers asked questions and gave input. 4. COUNCIL, ANNOUNCEMENES Councilmember Urbina: Councilmember Rosenberg: Reading Across America. Community Tax Aid. Ebenezer Food Distribution. Senior Fridays at City Hall. Requested an update on the Powhatan Bridge. New Carrollton Pool seeks volunteers tol help clean-up. Ebenezer Community Outreach Ministry (Easter Giveaway Health Screening Prince George's County Councilmembers Calvin Hawkins and Wanika Fisher (Listening sessions on County Budget March 11,1 13 & 14, 2024). Ms. Maisha Williams will present a line item report on FY 2024 budget review next meeting. 6. DISCUSSION: CONSTANT YIELDTAXI RATE 31 MINUTES OF THE COUNCIL WORKSHOP AND SPECIAL LEGISLATIVE MEETING - MARCH 6, 2024 Maisha Williams led the discussion on constant yield tax rate. She referred to a letter from the Department of Assessment and taxation. She provided a brief review of the concept of Constant Yield Tax Rate and provided options for using the rate to build the new fiscal year's budget. The Councilmembers asked questions and gave input. 7. UPCOMING PRESENTATION REQUESTS Mayor Dodro: Budget Cable Franchise (Sue Ellen Ferguson, Municipal Attorney). Programs (ARPA Funding). BCAUSEICAN,INC, (Presentation on youth programming on coding). Presentation on security analysis of the Municipal Center (NCPD & Administration). Presentation: Active cooperative ourchasing/survey. Presentation: Kay Pearson from Sustainable Communities on housing. Neighborhood Design Center/letter for congressional funding. Projects with the following Engineering Firms: CPJ, DHD, and New with the possibility to upgrade an outdoor restrom/community shower. DPW foundation Issues. The Councilmembers asked questions and gave input on the Mayor's list of presentations. Councilmember Rosenberg suggested having an additional meeting on the third Monday of each month and the third Wednesday ofe each month. A discussion followed about addition to an extra meeting day each month. To include the Mayor and Department Heads report to be presented on the second workshop. Prepare Infrastructure to Install and Secure Fitness Equipment for Implementing the National Fitness Campaign at Beckett Field and Police Park; and to. Appropriate the Additional Funds Needed to Acquire Concrete Work From Designated for Health & Wellness Fund Line Item 01-1000-36730, an Additional Amount of$ 50,000.00.
