MINUTES OF THE COUNCIL WORKSHOP/LEGISLATIVE MEETING MARCH 20, 2024 CITYOFNEWCARROLLTONMINUTES Called to order at 7:01 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, Duane Rosenberg, Lincoln Lashley, David Lai and Ryan Hussey. Also present were Mayor Katrina Dodro, City Administrator Jenese Jones Oden, Director of Public Works Andre Triplett, ChiefofPolice David Rice, ACAO Maisha Williams, IT Director Andrew Facey and Araceli Guzman-Benitez. 1. PUBLICCOMMENTS AND QUESTIONS Carol Davis on behalf of elderly parent - 7904 Legation Road: specifically to schedule bulk pick-up/trash. Concerned about parking. Lose dogs. Suggesting that the phone system continue to be an option for elderly residents Concerned about the school traffic due to the closure of the bridge. The Councilmembers asked questions and provided input. 5. TOOLE DESIGN CO.TRAFFIC AND PARKING: STUDY Mayor Dodro led the discussion on Toole Design, a national leader in safety planning. The Mayor requested that the Council considered approving negotiations with Toole Design to be Chairperson Urbina called a council poll to move forward in April with thei idea to budget $50,000., towards Toole Design Consultant to do work for the city as it relates to parking and traffic. Two Councilmembers agreed to move forward but three Councilmembers disagreed 2-0- able to start conversation on parking issues. 3. 6. EMERGENCY ORDINANCE: 24-08: BUDGET AMENDMENT BODY WORN Councilmember Lai moved that the City Council oft the City ofNew Carrollton adopt Emergency Ordinance 24-08: An Emergency Ordinance oft the City Council of the New Carrollton Amending the Adopted Budget for the Fiscal Year Beginning July 1,2 2023 and Ending June 30, 2024 as Embodied in Ordinance 23-02, to Provide for the Acquisition of Body Cameras for Police Officers; and to Appropriate the Additional Funds Needed to Acquire the Body Cameras from Designated for Speed Camera Funds, in the full amount of $286,670 from line item 01-3010-58120.
