MINUTES OF THE COUNCIL WORKSHOP/LEGISLATIVE MEETING  MARCH 20, 2024  CITYOFNEWCARROLLTONMINUTES  Called to order at 7:01 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, Duane Rosenberg, Lincoln Lashley, David Lai and Ryan Hussey. Also present were Mayor Katrina Dodro, City Administrator Jenese Jones Oden, Director of Public Works Andre Triplett, ChiefofPolice David Rice, ACAO Maisha Williams, IT Director Andrew  Facey and Araceli Guzman-Benitez.  1. PUBLICCOMMENTS AND QUESTIONS  Carol Davis on behalf of elderly parent - 7904 Legation Road: specifically to schedule bulk pick-up/trash. Concerned about parking. Lose dogs.  Suggesting that the phone system continue to be an option for elderly residents Concerned about the school traffic due to the closure of the bridge.  Mayor Dodro announced that there would be a forum with facilitators on parking issues soon.  Creg McClain 85th Avenue; Angela Alarcon:  Thanked the city for the improvements on parked vehicles. Thanked the city for the new installed stop signs.  2. COUNCIL. ANNOUNCEMENTS Councilmember Lincoln Lashley:  Del. Ashanti Martinez (Dist. 22 Scholarship open. Contact:  Ashant.Marinez@houseslalemdus. Thanked DPW for the new pedestrian signs.  Save the date for the City of New Carrollton Spring Fling/Yard sale event, (April 20).  Councilmember Lai:  Announced al Public Hearing on FY2025 proposed budget on April 3, 2024. City ofNew Carrollton Weinbach Scholarship is open. (Deadline April 26). Gladys Noon Spellman Scholarship Application. (Deadline March 28). Ebenezer will host a Easter Giveawayhealth screening. (March 30). Starbucks at Capital Plaza diaper giveaway. (March 30).  County Councilmembers Eric Olson and Ingrid Watson will host resource fairs on April  11a and April 18. Councilmember Rosenberg:  Thanked Andre Triplett for putting up the street signs. The Trinity Moravian Church will host an Easter Egg Hunt. The New Carrollton pool seeks residents to help clean it. The Councilmembers asked questions and provided input.  4. 01ANDO2) FY24 BUDGET REVIEW  Assistant City Administrative Officer Williams led the discussion on the fiscal year 2024 budget review to include a summary report, cash and investment balances, restricted funds, and a line  item report.  The Councilmembers asked questions and provided input. 5. TOOLE DESIGN CO.TRAFFIC AND PARKING: STUDY  Mayor Dodro led the discussion on Toole Design, a national leader in safety planning. The Mayor requested that the Council considered approving negotiations with Toole Design to be Chairperson Urbina called a council poll to move forward in April with thei idea to budget $50,000., towards Toole Design Consultant to do work for the city as it relates to parking and traffic. Two Councilmembers agreed to move forward but three Councilmembers disagreed 2-0-  able to start conversation on parking issues.  3.  6. ADOPTION OF FY2025 BUDGET SCHEDULE Chairperson Urbina read the FY2025 Budget Schedule.  There was no discussion.  7. EMERGENCY ORDINANCE: 24-08: BUDGET AMENDMENT BODY WORN Councilmember Lai moved that the City Council oft the City ofNew Carrollton adopt Emergency Ordinance 24-08: An Emergency Ordinance oft the City Council of the New Carrollton Amending the Adopted Budget for the Fiscal Year Beginning July 1,2 2023 and Ending June 30, 2024 as Embodied in Ordinance 23-02, to Provide for the Acquisition of Body Cameras for Police Officers; and to Appropriate the Additional Funds Needed to Acquire the Body Cameras from Designated for Speed Camera Funds, in the full amount of $286,670 from line item 01-3010-58120. A discussion followed. Councilmember Lashley seconded. The motion passed 4-0-1.  CAMERA  NEW BUSINESS  4. PROCLAMATION EARTHDAY  Chairperson Urbina moved that the Mayor and the City Council of the City of] New Carrollton proclaim April 22, 2024, as Earth Day in the City ofNew Carrollton. Councilmember Lashley  seconded. The motion passed 5-0-0. 5. . PROCLAMATION: ARBOR DAY  Councilmember Lashley moved that the Mayor and the City Council oft the City ofl New Carrollton proclaim April 26, 2024, as Arbor Day in the City ofNew Carrollton. Councilmember Rosenberg seconded. Chairperson Urbina was not present during the vote.  The motion passed 4-0-0.  6. - ADOPTION OF FY2025 BUDGET SCHEDULE  Councilmember Hussey moved that the City Council ofthe City ofl New Carrollton adopt the FY2025 Budget Schedule, as presented at the Council Legislative Meeting of Wednesday, March 20, 2024.
