CITIZEN COMMENTSfor items not on the agenda) None CARRO-/EREDERICK COUNTY PLANNERS Carroll County Planner- - Hannah Weber - Hannah updated the Planning Commission on the Carroll County Housing Study, Mount Airy's event willl be held on June 10th coupled with the Mount Airy Food' Truck's event. The County Commissioners approved the Water and Sewer Amendment, and it was sent tol MDE for official approval. Also, Hannah received the 2023 Master Plan from Mount Airy and they are reviewing it. It was sent out to other county agencies Frederick County Planner - Justin Burker Justin updated the Planning Commission on the Mount Airy Master Plan Review, which is still in the reviewing phase. Investing in Workers and Workplaces Plan, the Department of Planning inj partnership with the Division of Economic Opportunity will increase land designated for targeted economic opportunity uses through the review of select growth areas and current land use designation is underway. Frederick County Water Resources Element, the WRE was workshopped in front of the Planning Commission on May 15th. A finalized document will be ini front of the Planning Commission on. June 26th. for review and comments. 1 Commercial Solar Site Plans, two commercial solar were approved near Walkersville on May gth. Linganore Town Center North Commercial - Lot N5, the site plan for a veterinarian hospital willl be in front of the Planning Commission on June 12th. 5. SITEPLANS/SUBDIVEDVISIONS/DVELOPMENTPROIECTS NEW BUSINESS/INTRODUCTION/RECOMMENDATION MA-BOA-2024-02 Wildwood Section VII - Special Exception. The request is for review and toj provide a recommendation to the Board of Appeals to allow for this type of Development. The applicant, Michael Berman, was present with his Attorney,John Maguire, and Engineer, Michael VanSant. Citizen, Roger Dahlman from 1001 Promenade Lane, raised concerns about 55 years and older age. Roger would like to see that age raised to 62 and older to coincide with the current senior housing in that community. Martina Hatley motioned to recommend a favorable recommendation to the Board of Appeals, S-18-0004 Twin Arch Business Park, Section 4, Lot 19, Fourth Extension Request - Kim Buynak motioned to approve the one-year extension for Twin Arch Business Park Lot 191 for MGS LLC: for one year. Seconded by Martina Hatley. Kim Buynak amended her motion to approve the extension for one year for the Twin. Arch] Business Park for Ms. Carey Dove for Lot 19. Seconded by Bill Butts. Chairman Ralph Ghent would like to look at this information along with the final site plan at the June 24, 2024, Planning Commission meeting. He also advised the Commissioners to continue to take the time to look over this submission by the applicant' t's engineer and let it be a part of the read-ahead we will get for Draft Open Space Waiver Worksheet The Commission discussed the mechanics of how they will proceed with the Open Space Waiver Worksheet. Further discussion will take Draft Planning Commission task-organizing for handling thel Draft Master Plan review/edits from the State, Carroll County, and Frederick County - Ralph Ghent recommended the Commission partner into teams to review all the feedback from the State, Carroll, and Frederick County on the Master Plan. The teams will be John Breeding, Director of Planning, Commissioner Butts, and Commissioner Wallace will focus on the Maryland Department of Planning feedback. For the Carroll County feedback, Chairman Ghent, Commissioner Buynak, and Commissioner Bieda. Lastly, Vice Chairwoman Hatley and Commissioner O'Malley will focus on the feedback for Frederick County. The August 8,2024, Master Plan workshop is rescheduled for August 22, 2024. At this workshop, the draft master plan will be reviewed and will include all the recommendations.
