Council members present were Shane Rossman, Dennis Kimble, Chris Weatherly, and Michael Wright. Councilman Chance was absent. Pat Faux, Zoning Administrator/lown Planner; Tim Rye, Town Engineer; and Steve Pippin, President of NMCP, were also in attendance. The County has been coordinating with the Town to install a stormwater management (SWM) facility on the Town parcel 2375 along Main Street, west oft the Post Office across from Royal Oaks Drive. The request was for removal of the easement restriction. For- 4 (Rossman, Kimble, Weatherly, Wright) Address Complaint from Resident Councilman Chance was absent, sO the subject matter was moved to the March 19, 2024, agenda. PZ and HDC Appointments Councilman Rossman discussed that the Town does not currently have ethics guidelines and believes there is a conflict ofi interest regarding the appointments of Brooke Donahue and Steve Pippin because they were appointed to more than one board. He requests that Mr. Donahue and Mr. Pippin be removed from the Town boards. After discussion, it was decided to move this item to the March 19, 2024, agenda. LIAISON REPORTS Councilman Weatherly reported that six people attended the Green Team meeting. They are working with the Rotary Club on an Adopt a Road program that will take the form ofa Resolution. He stated Claire Cawthon is working on the Bike to School meeting on March 18. He also Councilman Wright reported that the March 12 HDC/ARC was canceled. He mentioned that he was approached by another resident regarding forts in the 100-acre woods. He is working on an amendment to the LOUYAA agreement and is seeking feedback. He also thanked Pat Faux for Councilman Kimble received another quote for the windows at 40 South Alley. He meptioned-hat submitted ai non-binding grant for a $60,0000 solar canopy project. contacting Dave Ziedelis, Visit Frederick. 40 South Alley has a mold/musty smell, and the building is still experiencing Mayoral Initials: Town Council Minutes March 14, 2024 Page 5of5 basement. He met with a foundation company and sought another company to assess the situation. He reminded everyone that the water was turned offat 39 W. Main. We need to devise a solution for 39 West Main Street due to a water leak. He also mentioned that we need to: schedule a spring Councilman Rossman and Tim Rye drove around the Town and looked at the roads. Overall, the roads look good. Over the years, the crack sealant has helped. He said that Wicomico Drive is the worst road in Town. Tim Rye to put together a proposal for surface coating. When discussing safety funds from the speed cameras, the traffic from the Elementary School is still aj popular topic. In the future, he is worried about the firetrucks getting out during an emergency and was hoping, at some point, that we would look at the North Alley access again in front oft the elementary school. They would take it over, and the Town would not be responsible for any maintenance once it was completed. A gate would be installed at North Alley to prevent anyone from using it after hours. He talked to David Price this week and mentioned that there are enough grants available tol have 39 West Main Street abated and renovated without costing the Town any money.)
