Approval of minutes Nov 2020: Mike motion to accept the minutes from November 2020, Becky Recognized Guest: None Grants: Volleyball- finally got the right poles in on Friday. Ball Field- waiting until spring 2021 to paint dug outs Covid Grant- Katie got all the cleaning supplies, stocked up on everything, we spent all the money and have already received it all back. Working on setting up iPads now. Old Business: CN Metals- got the new garage door in for $1543.93 Peopkare still ordering the new t-shirts and sweatshirts. Katie has had 10 more orders since the first order in November, Robbie asked when I was going to put another order out and Ir m thinking March to give people time to see it and know more. Theresa asked Oak St- dead trees going to see what Toby can get out of there on his own then call iflcan put something on Facebook to make it sharable. Yes! someone to get the rest out. New Business: Jo Auditor- was not present but Robbie explained to Theresa this is what we do every year for an audit of the town's finances. So, when looking through the book you will see notes from Jo and saying that everything was good this year. Robbie wants to know if Sharon motion that we continue to have Jo Sheffield do the Town's audit for fiscal year we want to have Jo do out audit again for this fiscal year 21. 2021 for $2,500.00, Theresa 2nd, 4-0. AISASAL New curtains are up and look great. Katie did order another set of curtains 3ft by 20ft for the middle part sO you can not see the pipes up above the curtains. We had $330 in donations. We spent $429.47. So, the Town covered the rest of the cost of $100. School rentals- Do we want to reopen the school and community building for rentals? Sharon suggested that we wait since the covid cases are still going up here in our community. Theresa thought no because she did not think a lot of people would be renting things since it is winter. We will continue to bring this matter up at each USDA Grant- Since PACE was canceled this year everyone thought it would be a good idea to do a virtual meeting but Robbie was the only one who was really asking for anything. So now that we have Peggy Jamison back as a circuit rider Robbie got in contact with her and she is working on a USDA grant for a new dump truck. We talked to the mechanic that we take the truck to before about pricing on a new transmission for it and ifit is worth it. It would cost around $5000 for a new one or more and the shape that the dump truck isi in now we would be better off to get a new one if we can. Itis very rusted underneath. So happy to have Peggy back to help us with this grant. meeting. For now we will keep it closed. Mayor and Council: Theresa- Michael and Iwould like to thank the guys for doing such a great job with plowing this year. Since we are home, we can hear them and they are out all the time keeping the roads great. There is a wall behind my house that is a rock wall that is holding up an old alleyway. The rocks are falling out or else someone has been taking them out. But not sure if we had to fix it since it is on our property or if that is the Town's part. Robbie said it would be on the town to fixi it. He will get up there to look at itand we may even need to call the County's Engineer to come down and take a look at it. Mike- nothing Sharon- nothing Rebecca- is the town still wanting to put a building up for the leaf vacuum? Robbie says, we were planning it but since covid hit we took it out of the budget for this year since we didn't know what was going to happen with covid. But we will have to bring it back up at the next budget meetings and see if we can put it in this year. Also, Jessica andl are going to be cleaning out that spot next to where the town wanted to put that building since there is brush and snakes down in there sO the kids have somewhere safe to play. Since people fly coming down that road, we want them to be safe. Was thinking of doing something like Christians crossing. A thrift store of some kind. To get started with some fund I would need a building that Ido not have to pay rent or utilities for. Iwas wondering if the Town had anything available or ideas of wherelcan get a place. Anything that I make in this Iwould donate back toward the community whether it be Kitzmiller or another community that needs it. Katie suggested the community building, but it needs to be handicap accessible. Rebecca suggested using a room upstairs at the school, but you would have to bring everything downstairs when opening. Katie suggested using the old teachers lounge to store the stuff SO they are not going up and down the steps then they would just have to bring it out to the gym if they used the gym building. Theresa said we would have to see if we can do that since we are not renting the school now, we would have to go by the guidelines. Sharon suggested the room that Diane Nye Paugh has her trains in since she has not had it open but during the winter and this would bring more people and/or profit that would be giving back to the community. Katie also let Nancy know that head start now has washer and dryer in the kitchen area that is owned by community action they may even let you Josh- Trying to get back into the communty/municpals since covid hit and everyone had stopped everything. Just checking in to see if we needed anything. Right now he is working with the county to help out restaurants, and hotels with grants that got hit hard use them if you contact community action. from covid. April 13th is election day from 10am-6pm at the office. We have Dale, Carol Ann, and Rita to be on the election board for April. Ifneed be primary election, we have Rita, Carol Ann, and Nancy suggested herself if we need it. We have 4 people running for council thus far and one for mayor. Budget working session- March 8, 2021 at 6pm Homecoming- Need to call about horse and buggy to see what they are doing this year. Katie got the half money sent in for the fireworks, Rita is working on getting the signature from Hershberger's for the permission to be on their land for fireworks. Talked about doing a recording for the horse and buggy ride about the history oft the town. Rebecca suggested she can do that when rides go depending on her release date of having her baby. Nancy said she would do the record and katie suggested to get different people through town to say a record of history. KEG is doing dime pitch and dj in evening. Robbie said why don't you just play a cell phone it would save money. Working on the arts council for the live music during the day. I know its not handicap access but maybe for a few months until something else comes up I do not think we will have a problem with people getting up and down. Ballfield- getting paint next week USDA- Peggy is working on getting a new dump truck for the town we have the funders Primary Election was held Monday March 22, 2021 (today) results are G. Michael Brady with 39, Rebecca Glotfelty 44, Justin Nesselrodt 27, Diane Nye-Paugh 45, and Josh VanBrunt 22. The 4 with the highest votes will be moving onto the general election ballot Oak Trees- we have some dead trees on oak street toby may be able to get some, but we did come in contact with someone to come cut trees for us. Todd Burdock. Theresa also suggested MJ Jones from elk garden does that stufft too. Justin N said there was a tree behind his house on Race St that is in the race in bad shape. We will add it to the list. Bulk Day- May 24 and 25 check to see what we can and can not put in. put in the Lowes's card- Katie called over and the town can set up a business card account with Lowes we. just need to have one or two people go over and sign up. We would get 5% off Federal Stimulus Package- Kitzmiller will be getting $253,000 (some change) to help from covid-19 in recovering, losses, etc. We are waiting for a general guideline to come out. But this can help nonprofit in the town who lost, and businesses who have lost. We will be getting half of the money 60 days from signature and the other half one year from School Rentals- We think we should reopen the school building for rentals. Kitchen will be off limits until further notice. April 1, 2021 CDC Guidelines and masks are required. *Becky motion to open the school building for rentals starting April 1, 2021 following CDC guidelines and wearing masks, Theresa 2nd, 4-0. Tax Rate- $0.36/100 Real Estate and $1.20/100 Public Utilities Railroad. *Mike motion to keep the tax rate the same, $0.36/100 Real Estate and $1.20/100 Flower Bed- Diane Paugh was the town clerk and we decided to do a flower bed in the park for her. Katie thought a good one would be when you walk into the park at the sign and turn left there is a flower bed already there SO just redo it and plant flowers. Katie got in contact with Kara and asked what her moms favorite flowers were and ifthey wanted to help plant the stuff every year that she will let them know when she does it. Will be coming in up in Mt Zion to put in 1100 acres of solar panels and is wanting support from the town on this project. We are the closes municipality to this project. They have the county's blessing in doing this project, will the town do the same. Yes. This solar farm should power up to 30,000 homes. Garrett County has around 27,000 people living here. Theresa- nothing Mike- Jeremy Rhine works at Lowes and Lowes does a community project I think the Town should call and talk with him about setting something up for us to get a new: roof on the Pavilion at the park. Its between $4,000-$5,000 project. Katie will call Jeremy and talk with him. Empowerment group is holding a Hunter Safety Course on April27th and April 29th from 6pm-9pm and May 1st 8am-lpm at the school. This class is filled already. Becky- Ihad to speak with some elderly people who were fishing at the river at the bridge but were parked down in the road where they are not to park is there anyway, we can get a sign made that says no parking and put it there SO people will stop parking on the floodwall or down in there?
