City Council Minutes June 28. 2022 PUBLIC COMMENTS - AGENDIZED ITEMS Item 1.1 Susan Sayre, Irvine resident, spoke in opposition to the management of operations of the Orange County Power Authority (OCPA) and suggested an independent audit be conducted to assess the potential risks tot the City for public review at an upcoming Alan Meyerson, Irvine resident, spoke in support of an independent audit of the OCPA; and noted his intention to opt out of OCPA's consumer services. Don Geller, Irvine resident, spoke in support oft transparency oft the OCPA; suggested that the City Council take legal action to obtain public records from the OCPA; and noted the potential for consumer risks in opting in OCPA's commercial services. Branda Lin, Irvine resident, expressed concern about the OCPA responsiveness to public records requests; and spoke in opposition to the managerial practices and City Council meeting. qualifications of the OCPA's Chief Executive Officer. 1. COUNCIL BUSINESS 1.1 STATUS UPDATE REGARDING ORANGE COUNTY POWER Oliver Chi, City Manager, provided a brief status update on steps taken to date related to the audit of the Orange County Power City Council discussion included: inquiring about the timeline for the procurement of an independent auditing firm to assess the business operations oft the OCPA; noted the promises and commitments made tor residential and business consumers by the OCPA; suggested the need to obtain copies of OCPA's power purchasing contracts; expressed concern about potential liabilitytot the City and ratepayers; suggested the formation of a Risk Management Committee; expressed concern about OCPA's processing of public record requests and its recent legal publication of findings and recommendations by the Orange County Grand Jury; inquired about the residential noticing schedule for OCPA's anticipated service launch date; questioned whether the OCPA and/or the City maintained logs of Zoom participants for their respective meetings; suggested that another status update on the selection of the City's auditing services and review of OCPA's public record processes be provided at another special meeting on July 12 or as part of the By consensus, received and filed.
