Public Hearing and First Reading- An Ordinance oft the Council oft the Town of Abingdon, Virginia to Repeal, Amend and Reenact Article II, Noise, Section 30 of the Code oft the Town of Abingdon. - Jason Boswell, Director of Jason Boswell, Director of Planning briefly discussed the proposed changes that Mayor Craig declared the public hearing open. Stephen Jett addressed the Council. Hearing no further comments, Mayor Craig closed the public hearing. On motion of Mr. Bradley, seconded by Mr. Webb, approved the amendment to the Noise Ordinance and dispense with the second reading.  Planning (VIDEO 29:24-3 36:26)  were addressed during aj previous work session. Public Hearing - Consideration of proposed partial road closure of Hagy Street, namely 0.04 miles or 225 linear feet to be closed to vehicular traffic for the Urban Trail. - Matt Bolick, Director of Public Services and Construction  (VIDEO 36:32-41:24)  Matt Bolick, Director of Public Services and Construction stated that partial road closure consisting of 225 linear feet to be closed to vehicular traffic as a result of Mayor Craig declared the public hearing open. Having hear no comments, Mayor  the opening oft the Urban Trail. Craig closed the public hearing.    90- May 6,2019 Regular Meeting  On motion of Mr. Bradley, seconded by Mr. Webb, closed 225 linear feet on Hagy Street to vehicular traffic and dispensed with the second reading. Public Hearing First Reading An Ordinance of the Council for the Town of Abingdon, Virginia proposing al budget for the Town of Abingdon, Virginia and to make appropriation for the current expenses oft the Town and to fix ai tax rate upon real and personal property, to fix all other local tax rates and fees and rates on utility services for the fiscal year beginning July 1,2019 and ending June 30, 2020. - Chuck Banner, Director of Fimance/lreasurer (VIDEO 41:30-44:40) Chuck Banner, Director of Finance/Ireasurer presented information regarding the proposed budget for the fiscal year beginning July 1, 2019 and ending June 30, 2020. Mayor Craig declared the public hearing open. Having heard no comments, Mayor Craig closed the public hearing. Mayor Craig stated that this matter would be considered fora a 4. Vittum, Former Interim Town Manager  Mr. Vittum thanked the Council and staff for the opportunity to serve as Interim Town  Manager for the past seven months and wished Jimmy Morani much success.  2. Mayor Craig advised Ms. Patterson that she could amend the motion ifshe desired to have citizens ont the committee. Cameron Bell, Counsel stated that Ms. Patterson would have to ask Mr. Webb to amend his motion. Mayor Craig stated that  Committee was before them for consideration.  establishing a Finance Committee as set forth.  Ms. Patterson could: make a substitute motion. On substitute motion of Ms. Patterson to adopt an Ordinance involving Finance Committee and the Citizen Budget Committee combined because they are both Mayor Craig questioned whether Ms. Patterson how many citizens she would consider and restated motion by Ms. Patterson to establish a combined Finance Committee with two citizens. Ms. Patterson stated that it may have tol be three citizens as it needs tol be an odd number or another finance person. Mayor Craig questioned whether she would like another citizen or a finance  financial.  person. Ms. Patterson stated ai finance person.  On substitute motion of Ms. Patterson, seconded by Mr. Bradley, to adopt an Ordinance involving Finance Committee and the Citizen Budget Committee Cameron Bell, Counsel communicated that Council adopted an ordinance and that the motion before Council really needs to be to rescind the previous vote to adopt an ordinance that is different or amend the ordinance that was adopted, however the form oft the ordinance is not before Council consistent with Code to consider at this time. Mayor Craig questioned whether a new ordinance would need to be drafted and this motion be rescinded. Cameron Bell, Counsel stated that it would have to be presented to the Town Clerk by noon on the day oft the meeting and in compliance with the code. Mr. Morani, Town Manager questioned whether the ordinance that would be presented at that time would also be an ordinance rescinding, would it be the same  consisting of two citizens and ai finance person.    93- May 6,2019 Regular Meeting  ordinance or tol be separate orders for rescinding and then ai new ordinance amending that  section. Consideration to declare three (3) trolleys as surplus and authorize the Town Manager tos sell trolleys. - Mayor Wayne Craig (VIDEO 1:09:07-1:10:07) On motion of Ms. Patterson, seconded by Mr. Bradley, approved the sale of three (3) trolleys and authorized the Town Manager to sign all documents necessary. Board of Building Code Appeals -  Appointment to fill the expired term of Chris Dye who is not eligible for  reappointment.  On motion of Ms. Patterson, seconded by Mr. Bradley, to appoint Edward Fuqua to the Board of Building Code Appeals to fill the expired term of Chris Dye, who  was not eligible for reappointment.
