COUNCIL BUSINESS 1.1 CLIMATE ACTION AND ADAPTATION PLAN STRATEGY AND Sean Crumby, Director of Project Delivery & Sustainability, Sona Coffee, Environmental Programs Administrator, and Selene Lawrence, Senior Management Analyst, provided a brief presentation and responded to questions. Hannah Kornfeld, representing Ascent Environmental, also SCHEDULE responded to questions. City Council Minutes June 27,2023 City Council discussion included: questioning why the City's 2030 carbon neutrality goals were not incorporated into the presentation; inquired about the requirement for green/LEED certified buildings; noted the importance of periodic updates and inclusion of suggestions by members of the public; suggested that an emphasis be placed on reducing vehicle miles traveled to enhance pedestrian and bicyclist safety; noted the need for alternative options for children to get to school in collaboration with school districts and Orange County Transportation Authority; suggested special meetings every six months to discuss updates to the Climate Action and Adaptation Plan (CAAP) and ensure accountability; questioned how measurables are prioritized; inquired about progress by the Orange County Power Authority (OCPA); highlighted the importance of electrifying the City's fleet and suggested the City include electric vehicle charging and a mobility plan in the CAAP; and inquired about where the City was at in the California The following individuals expressed their opposition to the CAAP as presented and in support of stronger goals/measurements: Kyler Chin, Irvine resident/Sunrise Movement Lexi Hernandez, Climate Action Campaign Max Wang, Citizens' Climate Lobby Doug Elliott, Irvine resident Hoiyin Ip, Irvine resident Adriana Maestas, Irvine resident Youssef Kaddeche, Irvine resident Environmental Quality Act (CEQA) process. Deeti Shah Alejandro Maryam The following individuals spoke in support for the CAAP as presented: Tanvi Shah, Irvine resident Harvey Liss, Irvine resident, suggested permitting the use of gas for cooking but not heating, and inquired about how OCPA could claim a greater reduction in fossil fuel emissions than Southern California Erica Gonzalez, Orange County Environmental Justice, spoke in Edison. support of parks in cities.
