Public Hearing First Reading - An Ordinance of the Council for the Town of Abingdon, Virginia proposing al budget for the Town of Abingdon, Virginia and toi make appropriation for the current expenses oft the Town and to fix a tax rate upon real and personal property, to fix all other local tax rates and fees and rates on utility services for the fiscal year beginning July 1,2019 and ending June 30, 2019.-C Chuck Banner, Director ofFinanceTreasurer Chuck Banner, Director of Finance/Ireasurer presented information regarding the proposed budget for the fiscal year beginning July 1,2019 and ending June 30, 2020. Mayor Craig declared the public hearing open. Having heard no comments, Mayor Craig On motion by Mayor Craig, seconded by Mr. Webb, Council approved the budget closed the public hearing. as presented to become effective July 1, 2019. Consideration of Green Spring Road change order - Matt Bolick, Director of Public Service/Construction (VIDEO 56:07 -1 1:03:26) Matt Bolick, Director of Public Services/Construction addressed the Council stating that the proposed change order would facilitate the completion of the fill placement from the Green Spring Road project to the Town owned sports complex property. Mr. Bolick stated that Town staff and the Town's consultant has reviewed the change order and recommended approval as a substantial cost savings; save several months from the schedule ofthe sports complex construction; and would be very beneficial to secure the contractor for the grading and associated work. Mr. Bolick recommended approval of the change order in the amount of $1,133,261.86 and authorize the' Town Manager to execute said change order. Presentation regarding The Community Center of Abingdon - Nathalie Graham, Executive Director (VIDEO 44:31-56:06) Ernest Daniels spoke on behalf of Ms. Graham as she was unable to attend. Mr. Daniels informed the Council that effective. July 1, 2019 he would assume the role of] Executive Director and Ms. Graham would remain as. Deputy Director. Mr. Daniels introduced Angie Ryder, Director of Development and advised Council of several programs developed for The Community Center of Abingdon. 2. Discussion regarding an additional eight (8) hours ofholiday leave for. July 5,2019 as granted by Governor Northam. - James Morani, Town Manager (VIDEO 1:03:31- -1:05:03) James Morani, Town Manager advised Council that Governor Northam has granted an additional eight hours ofl holiday leave for July Sth. Mr. Morani stated that he understood that it is the Town's policy to follow the Commonwealth of Virginia calendar and wanted to advise of the same. Consensus from Council was to grant July Sth as aj paid holiday. 3. Discussion regarding appointment to Southwest Virginia Cultural Heritage Foundation of one non-legislative citizen member who shall be an elected or appointed official oft the Town of Abingdon to be appointed by the Governor, upon recommendation, ifa any, of the Abingdon Town Council. - James Morani, Town Manager (VIDEO 1:05:08 -1:07:49) Mayor Craig stated that he understands the Governori is asking the' Town Council toj provide two to four names to: replace an individual with an expiring term of. June 30th. Discussion ensued. OLD BUSINESS-I MATTERS NOT ON THE. AGENDA 1. Discussion to refer to Planning Commission proposèd changes regarding Historic District Entrance Corridor Overlay district, Appendix B - Zoning Ordinance, Article 18. Site Plan Review, Section 18-9. - Cameron Bell, Counsel (VIDEO 1:07:49-1:26:40) Cameron Bell, Counsel discussed the proposed changes to the ordinance, in particular, Section 18-9-8-C5 and the difficulty with the current wording. Mr. Bell stated that the proposed changes would be referred to the Planning Commission to seek recommendations and then the Planning Commission would) hold aj public hearing with Council then conducting aj public hearing. Also, Mr. Bell described the parameters defined in Code of Virginia, 1950, as amended, Section 15.2-2306 regarding historic districts. Discussion ensued. Ms. Patterson called for point of privilege, at which time Mayor Craig stated he was not allowing further discussion unless it is related to Mr. Bell's recommendation to the Council. Mayor Craig stated that Ms. Patterson would need to make a motion to overrule the Chairman. Ms. Patterson did not make ai motion. On motion by Mr. Webb, seconded by Mrs. Quetsch, approved Mr. Bell's draft and to refer to the Planning Commission for a consensus as to what they (Planning Commission) feels is correct and that they can adopt and request a recommendation Mr. Bradley added the review the list of streets and make deletions, corrections Mr. Webb accepted Mr. Bradley's addition to the motion and added a 60-day time from Planning Commission. and/or additions as necessary. limit. Ms. Patterson stated that she approved of the new "Wolf" graphics on the police vehicles. On motion by Mr. Bradley, seconded by Mr. Webb, moved that the Abingdon Town Council convene in closed session pursuant to the Code of Virginia, 1950, as amended, Section 2.2-3711(A)() for the purpose of considering applications for appointment for position on Planning Commission.
