REPORTS FROM' THE TOWN MANAGER 1. Presentation regarding objective criteria pertaining to yearly non-departmental budgeting - Ryan Henderson, Virginia Highlands Festival Board. Member (VIDE09:3-26.5) Ryan Henderson, Virginia Highlands Festival Board Member, presented information for the Council to consider during the upcoming non-departmental budget period to include three major points to consider: How the organization fits into the Town's vision; An application process with defined rubric; and funding recommendations to the Town Council. Discussion regarding application for a special use permit, pursuant to Section 17-3 of the Town of Abingdon Zoning Ordinance, proposed construction of automobile repair, reconditioning and body shop, currently zoned M-1 Industrial District, located at 550 Lowry Drive, Tax Map No. 018-20-2 - Jason Boswell, Director of Planning (VIDEO 26:46-30:46) -111- June 20, 2019 Work Session Tyler Vencill, Engineer, presented Council with information regarding the special use permit application presented to the May 20, 2019 Planning Commission meeting. The application is for at three bay truck garage foras small trucking company and truck repair. The Planning Commission voted unanimously to approve the special use permit as submitted. Mr. Vencill stated that this matter would be on the July 1, 2019 agenda for the Council's consideration. Discussion ensued. 3. Discussion regarding reappointment of an additional one year term for Mayor Craig to District Three Governmental Cooperative or alternative appointment and/or an alternate member or an appropriate staffrepresentative for meetings the member is unable to attend. Mayor Craig stated that the would like to remain as the representative for the District Three Governmental Cooperative and would like to name the Town Manager, James Morani, as the 4. Discussion regarding Friends of Abingdon, Inc. appeal of the Certificate of Appropriateness (COA) approved by the Planning Commission on May 20, 2019, for Thom Crosby, CroBar LLC regarding Pal's Sudden Service facility Cameron Bell, Cameron Bell, Counsel advised Council that staffreceived the Friends of Abingdon Appeal of the Certificate of Appropriateness on June 19, 2019 regarding an outparcel located at the Meadows. The appeal was filed regarding three provisions, including the Entrance Corridor Overlay; special use permit; and Restrictive covenant document between Marathon and the Town. Mr. Bell stated that the Planning Commission approved the certificate of occupancy at the May 20, 2019 meeting. Further discussion ensued. Mr. Bell stated that the procedure is the Council will hear this as an appellate body with a standard review essentially to review the Planning Commission's decision to decide whether it was an arbitrary and capricious determination or not and then make a Council determination. Mr. Bell advised Council that ai notice forj public hearing was not technically required. Mayor Craig stated that he would like to hear the appeal at the. July 5. Discussion regarding permanent establishment of Infrastructure Committee and policy regarding appointments to said Committee. - Mayor Wayne Craig (VIDEO 39:47 - Matt Bolick, Director of Public Services and Construction addressed the Council regarding the possibility of establishing an Infrastructure Advisory Committee as the present Infrastructure Committee has met informally for over a year with some beneficial work for the Council and the Town. Mr. Bolick recommended that a Council member and the three citizens serving remain and appoint one additional citizens for a committee ofi five.
