Retreat ofthe Abingdon Town Council wasl held on' Thursday,  November 7, 2019 at 9:00: am in the Arthur Campbell Room, Municipal Building.  A. WELCOME- Mayor Craig  B. ROLL CALL - Kimberly Kingsley, Clerk Members of Council Present: Mr. Bradley  Mrs. Quetsch Mr. Webb Mayor Craig  Ms. Patterson (absent at roll call - arrived late)  C. OPENING REMARKS AND INTRODUCTIONS - James Morani, Town Manager Mr. Morani briefed Council regarding the presentation for the Capital Improvement Plan stating that this is just an overview and no decisions determined. Mr. Morani introduced Stephanie D. OVERVIEW OF CAPITAL IMPROVEMENT PROGRAM - Stephanie Davis, VT Ms. Davis stated that the presentation would be informal and welcomed questions and comments. Ms. Davis stated that the Code of Virginia requires a Capital Improvement Plan for the next five (5) years and the projects presented would have a minimum $20,000 threshold. Ms. Davis also recommended that the result of this presentation be presented to the Finance Committee and E. DISCUSSION REGARDING PROPOSED PROJECTS - James Morani, Town  Davis, Center for Public Administration and Policy, Virginia Tech.  Planning Commission prior to final presentation to Council.  Manager  Mr. Morani, Ms. Davis and Council participated in discussion with various department  heads regarding requests to be included in the 2020 Capital Improvement Plan.
