Discussion regarding purchase of generators for municipal facilities - James Morani, Town Manager Morani reported that this topic was discussed during the Capital Improvement Plan Retreat and placed on the agenda for further discussion. Discussion ensued between Council, Building Inspector Rick Statzer, and Assistant Fire Chief CJ McGlothlin regarding the specifications and costs. The decision was made that Mr. Morani would present Town Manager (VIDE09:57-19:17, staff'sr report and recommendation at the December work session. 2. Discussion regarding the Town's] Emergency Operations Plan - James Morani, Town Manager Morani provided information regarding the Washington County Emergency Operations Plan and relationship with the Town. Assistant Fire ChiefCJ McGlothlin and Police Chief Tony Sullivan provided additional information and discussion ensued. The decision was made that a Resolution would be presented at the December meeting appointing a Town Coordinator of Emergency Management pursuant to Code of Virginia, 1950, as amended, Town. Manager (VIDEO 19:21 - 32:01) Section 44-146.19(B)(3). 3. Discussion regarding the Code oft the Town of Abingdon, Article III - Officers and Employees, Section 2-126 Town Manager/lreasurer James Morani, Town Manager (VIDE032-04-3417, 181 - November 12, 2019 Work Session Town Manager Morani stated that Council questioned the confirmation of a department head pursuant to the Code ofthe Town of Abingdon, Article III- Officers and Employees, Section 2-126. Mr. Morani discussed proposed changes and to place on1 the December agenda for action. 4. Discussion regarding Coomes Recreation Center membership rates - James Morani, Town Manager Morani advised Council that an additional $5.00 non-Town resident fee increase was proposed effective January 1, 2020. Director of Finance/Ireasurer Chuck Banner stated that approximately 52% of membership were county residents and felt the increase was Town Manager (VIDEO 48:52-1:02:35) needed. 5. Discussion regarding the Code oft the Town of Abingdon Charter, Chapter 4- Appointive Officers (Boards and Commissions) - James Morani, Town Manager Town Manager Morani presented Council with a proposed Ordinance to govern Boards, Commissions and Committees including appointment and qualifications of members; meeting notices, and vacation of office as ai result of absences. Counsel Cameron Bell added that most boards and committees adopted bylaws specific to terms and the proposed Ordinance will set forth additional terms of obligations. Discussion ensued and it was agreed the matter would be placed (VIDE034:18-4 48:52) on the December agenda. 6. Consideration of available dates for.
