Patterson, Vicel Mayor Patterson read the Proclamation into the record and thereafter presented to Vice Mayor Ernest Daniels, Executive Director ofThe Community Center. G. RESOLUTIONS H. PETITIONS, PUBLIC HEARINGS AND FIRST READING OF ORDINANCES 1. Public Hearing / First Reading of Ordinance - Zoning Text Amendment to the Code of the Town of Abingdon, Virginia, Appendix B - Zoning Ordinance, Article 21.- Signs, Section 21-8. - Prohibited Signs, 21-8-1t.-J James Morani, Town Manager Town Manager James Morani advised Council that the proposed amendment was recommended by the Planning Commission, after the required public hearing, and recommends the changes by the Council. Mr. Morani advised Council that the Planning Commission raised concerns regarding proliferation of vehicles being parked in front of businesses that are trailers and some being used to store inventory. Mr. Morani further stated that this would assist the code (VIDEO 20:48-23:25) officials trying to address those matters. Mayor Craig declared the public hearing open for comment. Hearing no comments, Mayor Craig closed the public hearing. Mayor Craig questioned whether the proposal should be rejected. Hearing no comments, Mayor Craig requested that the matter be placed on the April 6, 2020 agenda for second reading. -21- March 2, 2020 Regular Meeting I. SECOND READINGS 1. Second Reading - proposed amendment to Town of Abingdon Code, Part II- Code, Chapter 2 - Administration, Division 4, Ordinances and Resolutions, Section 2-96 Generally. - James Morani, Town Manager (VIDE023:26-2521) Cameron Bell, Counsel briefed Council regarding the proposed amendments stating it was mostly clarifying when an ordinance could bej passed by emergency measures and dispensing with the second reading of a proposed ordinance. Mr. Bell stated that this amendment includes the passing of an emergency measure by affirmative vote ofon two-thirds ofits members present may be passed without a second reading. Mr. Bell stated that otherwise, all ordinances shall be passed only after two readings of the ordinance, unless the requirements of such second reading is dispensed with by the affirmative vote of four of the members. Further, all ordinances and resolutions passed shall be in effect from the date of their passage, unless indicated otherwise in the ordinance or resolution. On motion by Mr. Bradley, seconded by Mr. Webb, Council approved the amendment to Chapter 2 - Administration, Division 4, Ordinances and Resolutions, Section 2-96 Generally as presented. (VIDEO 32:41-41:14) Update regarding the Abingdon Sessions Jayne Duehring, Director of Tourism Jayne Duehring, Director of Tourism provided Council with an update regarding the Abingdon Sessions, including costs, ticket sales, and geographic locations of ticket buyers, including 52% ofall ticket buyers were first time visitors to any event at Barter. Mrs. Duehring also announced that the Town won several American Federation of Advertising ADDY Awards. L. OLD BUSINESS - MATTERS NOT ON THE. AGENDA M. COUNCIL MEMBER REPORTS (VIDEO 41:22 - 45:33) Ms. Patterson stated that she had attended the Veterans Memorial Park, Tourism Advisory Commission and Tree Commission meetings. She stated that she also travelled to Richmond and meet with Delegates O'Quinn and Wampler and Senator Pillion. She also attended the State Association of Consulting Engineers event and was pleased to announce that the Urban Path -24- March 2, 2020 Regular Meeting project won, together with attending the Virginia Municipal League and VaCorp meetings. Ms. Patterson further stated that she has been research recycling options and attended a regional N. APPOINTMENTS TO BOARDS AND COMMITTEES (VIDEO 45:33-1:05:19) meeting in St. Paul, Virginia.
