She also announced that only thirty minutes of public comments on non-agendized items would be taken initially, and that all other public comments for non-agendized items would be taken following consideration of all agendized items. CITY MANAGER'S REPORT City Manager Chi provided a brief overview related to an ethics complaint received on December 22, 2023 related to statements made by Mayor Khan and Vice Mayor Agran regarding the situation ini the Middle East, use ofCity resources specific to the deployment of members of the Irvine Police Department at the December 12 meeting, and consideration of nonmunicipal matters. City Attorney Melching also provided a brief overview of the investigative process and noting findings of no wrongdoing and the basis for that finding. Prepared by the City Clerk's Office 3 City Council Minutes January 9. 2024 ANNOUNCEMENTS/COMMITTEE REPORTSICOUNCIL REPORTS Mayor Khan Mayor Khan expressed appreciation to Joy Sun, Irvine resident and high school student, for her founding of the Change into Change Foundation, a certified Irvine Green Business, which offers a t-shirt with interchangeable designs and allows individuals to be environmentaly sustainable with their clothes while highlighting the designs. Ms. Sun is one of a few high school students in Irvine to achieve that Last month, Mayor Khan hosted a Small Business Town Hall with Small Business Administration (SBA) Deputy Administrator Dilawar Syed that included over 100 attendees who learned about SBA's resources and grant opportunities. SBA lent $1.2 billion in Orange County with additional funding anticipated sometime this year. The City will host additional follow up events to ensure that its businesses The City is partnering with Switch is On and Southern California Edison to provide af free Electrification 101 Workshop from 6 to 8 p.m. on Wednesday, January 17, at City Hall. Attendees will hear testimonials from residents and learn: 1) what it means to transition from gas to electric-powered appliances; 2) how to make energy-efficient upgrades that save both energy and money; and 3) what federal, state, and local rebates are available. The event includes an expo from 7t to 8 p.m. that allows members of the public to connect with local organizations, contractors to learn more about joining the City's path to achieving its climate goals, and customers to learn how to save money and energy by electrifying. Prepared by the City Clerk's Office 4 City Council Minutes Councilmember Kim January 9. 2024 The Orange County Fire Authority (OCFA) is equipped to tackle the most challenging fires and protect our open space. The OCFA's Quick Reaction Force has three of the world's largest firefighting helicopters capable of dropping 3,000 gallons of water. In addition, OCFA is upgrading its firefighting infrastructure with the introduction of the HeloPod near Ortega Highway, which will significantly improve the helicopters' access to water during wildfires in and around Orange County, including Irvine. Councilmember Kim expressed appreciation to the men and women of OCPA for their readiness to protect the community. During the winter, the Orange County Mosquito and Vector Control District received an increased number of complaints related to rat infestation in residential areas due to rodents seeking shelter in warmer environments. However, several effective methods for residents are available to protect homes from infestation. For Orange County Public Libraries is holding a library card design competition with the theme "Blast from the Past" that combines retro 1980s and 1990s elements. Councilmember Treseder Councilmember Treseder expressed her appreciation to those in attendance, and suggested decorum and politeness be respected in order to hear all speakers. Councilmember Treseder provided the following updates related to the Orange County Power. Authority (OCPA): Atits meeting of December 2023, the OCPA Board of Directors adopted its 2024 meeting schedule. Beginning in February 2024, OCPA Board meetings will be held the third Tuesday of each month at 10 a.m. The Board unanimously adopted the independent financial audit for OCPA's most recent fiscal year completed by P&B, a firm specializing in Community Choice Aggregation Audits, which affirmed the accuracy of OCPA's financial statements and the absence of material weaknesses in internal controls.
