Mr. Bell stated that the policy would allow Mr. Bradley to participate in the meeting once itis adopted. Public Hearing Proposed issuance of a bond in the amount of $2,000,000, by the Town of Abingdon for the purpose to provide funds, together with other available funds, to pay costs of developing and constructing of public sports and recreation complex. - James Morani, Town Manager (VIDEO 13:41-56:41) David Rose with Davenport & Company presented Council with Observations on FY 2021 Proposed Budget and Updated Funding Strategy for the Meadows Project. The presentation incorporated COVID-19 adjustments; debt profile; and an update on the Meadows project. Mr. Rose stated that the next step would be develop key documents, including credit rating update and consider a combined new: money and refunding issue to take maximum advantage of economies ofscale and conduct aj public hearing in. June, 2020. Ms. Patterson requested that the presentation bej placed on the Town's website. Mayor Craig declared the public hearing open for comment. Hearing no comments, Mayor Craig closed the public hearing. Mayor Craig polled the Council members as to whether this matter should be proceed with the timetable presented by Mr. Davenport. Discussion ensued with Mayor Craig, Mrs. Quetsch and Mr. Webb in favor ofmoving forward and Mr. Bradley and Ms. Patterson opposed. 2. Public Hearing - Consideration of VDOT request for a permanent easement over a portion of the Virginia Creeper Trail right-of-way, parallel to Drowning Ford Road, approximately 700 feet north of the existing intersection of Route 58 and Virginia Creeper Trail rights-of-way. VDOT seeks this easement for construction and maintenance of two new bridges to be constructed along the proposed new alignment ofRoute 58. - John Dew, Director ofPublic Works (VIDE056:41-56:59)(VIDEO John Dew, Director of Public Works provided Council with an update with regard to VDOT's request for a right-of-way and easement for construction and maintenance. Public Hearing / First Reading of Ordinance - Amendment to Part II - Code, Appendix B - Zoning Ordinance, Article 8. - OH Old and Historic District, Section 8.6. -I Board of Architectural Review - Creation and membership, namely renaming to "Historic Preservation Review Board". - James Morani, Town Manager (VIDEO Town Manager James Morani advised Council that this was for clarification purposes as the Board ofArchitectural Review adopted the renaming to "Historic Preservation Review Board" at: ai meeting in December 2004. Mr. Morani also stated that the change included that the Town Council "may" appoint a member versus "shall". Discussion ensued. Mayor Craig questioned shall thej proposal bei rejected. CONSIDERATION OF BIDS L. REPORTS FROM THE TOWN MANAGER/STAFF 1. Budget Work Session and Presentation of Draft FY 2020-2021 Budget - James Town Manager James Morani and Stephanie Davis, Ph.D., with Virginia Tech Center for Public Administration and Policy presented Council with the draft FY 2020-2021 budget. Discussions were held regarding various information presented, including non-departmental expenditures. Discussion ensued and Council agreed that they would continue to review the proposal and offer any comments to the' Town Manager. Mr. Morani and Ms. Davis discussed the upcoming timeline regarding advertisement deadlines and public hearing dates.
